Description
Prevailance is seeking an experienced, mission-focused professional to support United States Fleet Forces Command (USFFC) as an Antiterrorism Force Protection (ATFP) Assessment Analyst Subject Matter Expert (SME). The ATFP SME will provide expertise in assessment data capture, reduction, integration, and analysis involving the consolidation of Commander, Navy Installations Command (CNIC) Command Assessment of Training and Readiness (CART) and Final Evaluation Problem (FEP) assessments.
They will also, develop and continually improve data capture documents (Excel Spreadsheets) supporting the N042 Higher Headquarters Operational Assessment (HHOA) and Tenant Command Assessment Programs. Provide informed recommendations relating to associated Measures of Effectiveness (MOEs) and Measures of Performance (MOPs). Consolidate raw data (assessment scores from numerous Navy installations) and reduce, integrate, and analyze that data to identify PESTOF discrepancies (negative trends), performance gap commonalities, and initial DOTMLPF-P solutions. Prepare products and brief findings at the O-6 and above level and provide associated recommendations.
Intent is to provide USFF N042 with a proficient, on-site SME who can seamlessly integrate into the Assessments Branch, providing real-time assessment recommendations to improve performance tasks, measuring effectiveness, resource allocation, and responsiveness to emergent challenges. It is anticipated that travel will be required 4-6 weeks per year, one week at a time for assessments.
Requirements
The ATFP ASSESSMENT ANALYST SME must possess the following experience (May run concurrently):

  • 6-10 years as a Navy security force professional in both afloat and ashore environments
  • 3-6 years' experience in a senior leadership position (e.g., LCPO, OPS Chief, SECO)
  • 2-4 years' experience on a high-level (O-6 and above) staff engaging and briefing O-6 level and above leadership to include Flag level staffs responsible for Tactical Control (TACON) for FP
  • 2-4 years' experience as a trainer in an advisory, evaluative, or assessor role involving afloat units or Navy installations, to include Installation Training Team (ITT), Antiterrorism Training Team (ATTT), or higher headquarters teams such as the Regional Training Team (RTT)
  • Be well-versed in Navy Force Protection (FP) unit training and evaluation processes to include the core capabilities of Antiterrorism (AT), Physical Security (PS), and Law Enforcement (LE)
  • Possess the ability to conduct in-depth research of military references, identifying requirements and associated capabilities as they pertain to the execution of FP mission sets
  • Possess an understanding of the Navy Warfare Training System (NWTS) and Navy Tasks (NTAs)/Navy Mission Essential Tasks (NMETs)
  • Experience with joint operations and the National Incident Management System (NIMS)
  • Possess excellent Excel Spreadsheet, PowerPoint, and MS Word skills

Preferred Qualifications:
  • Former Navy senior enlisted (E7 and above) or officer/LDO at the O4 and above level, with both operational and staff experience
  • Masters-at-Arms (MA) Rate
  • Warfare Pin
  • ATO Level II graduate
  • FEMA ICS Courses (300/400 Series)

Security Clearance:
Must be able to obtain and maintain a SECRET security clearance.
