Responsibilities MTA New York City Transit Paratransit (Access-A-Ride) Service is a federally-mandated service, in accordance with the Americans with Disabilities Act (ADA) of 1990, providing origin-to-destination, demand-response, shared ride transportation for individuals with disabilities that cannot use fixed route public buses and subways. The incumbents may be assigned to any of the Paratransit departments listed below. Command Center The incumbent will analyze various data and make recommendations with regards to Paratransit service demands and respond to complaints from the Customer Relations Unit. Assist in the daily operation of the call center and in the development of critical data for management decision making. In addition, the incumbent may be assigned to the scheduling, Route Zero and/or the subscription unit, to assist with scheduling customer trips on demand carriers and/or brokers; same-day trip issues, processing trips changes and cancellations; or tracking and maintaining database for customers with recurring trips.Contracts ManagementAssist contract managers in the development of bill preparation/payment according to New York City Transit (NYCT) contractual agreement. Analyze and monitor reports or vendor performance. Support Contract Management Unit in vendor site visits, meetings, FOIL requests research, record retention, and other ad hoc projects. The candidates may also be required to process Taxi Reimbursement requests within Paratransit guidelines. Eligibility & Compliance The selected candidate will make eligibility determinations based on the ADA guidelines, monitor eligibility suspensions, monitor the assessments centers’ recommendations, respond to appellant inquiries, notify appellants of the Appeals Board’s decisions, process and record receipts of Eligibility and Suspension/ Termination Appeals and Notice of Proposed Suspension Appeals forms and direct arriving appellants to appeal hearings in addition to collecting their documentation for the Appeals Board’s review, monitor, facilitate and/or conduct mandated training and development/distribution of corresponding materials to staff, complete and/or review Excel spreadsheets and other applicable Eligibility & Compliance reports, maintain reporting for language services, process requests for information from Legal, assist management/senior management with requested special and/or ad hoc projects and prepare executive correspondence. Non-Dedicated Service Operations Prepare and process invoices for all Paratransit broker contracts; monitor contractor performance to ensure contractors are in compliance with contract terms; analyze customer survey data; respond to complaints from the Customer Relations Unit; perform audits of the FTA mandated Drug and Alcohol Program; conduct the FTA mandated RTK training for key personnel; participate in the monthly office inspection; assist the contract manager to update the annual Paratransit System Goals Action Plan; prepare, compile and reconcile the daily score card utilizing RAOSFT statistical software and the BBR systems. Customer Relations The selected candidate will assist customers with Paratransit issues and author appropriate reports and correspondence. Discuss Paratransit policies with the offices of elected and other public officials (e.g., Mayor’s office, NY State Senators, NY State Assembly Members, etc.). Education and Experience Associate Transit Management Analyst: A master's degree from an accredited college in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and two (2) years of full-time satisfactory professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports. One (1) year of experience must have been in the transportation industry; or A baccalaureate degree from an accredited college in one of the areas listed in "1" above; and three (3) years of full-time satisfactory experience as described in "1" above. One (1) year of this experience must have been in the transportation industry. Assistant Transit Management Analyst I & Assistant Transit Management Analyst II: A master's degree from an accredited college in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, and one (1) year of satisfactory full-time professional experience in the collection, evaluation and use of data relating to operational procedures, administrative systems, equipment and space utilization, and staffing requirements, including the preparation of charts, graphs, drawings and technical reports; or A baccalaureate degree from an accredited college in one of the areas listed in "1" above; and two (2) years of satisfactory full-time professional experience as described in "1" above. Associate Staff Analyst 1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one (1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management or in a related area; or 2. A Baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in 1 above. Staff Analyst I & Staff Analyst II 1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or 2. A Baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relation, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, or fiscal management; or in a related area. Special Note: To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as describedin "2" above. Proficient in Microsoft Office Suite Ability to utilize databases (PAIRS, ADEPT, SPEAR, Tableau) and provide analysis to develop reports.
