This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
RESPONSIBILITIES
This position addresses a statutory requirement that requires TBTA to design, develop, install, operate and maintain a congestion tolling program in the New York City Central Business District within a short period of time. The program is complex, with many moving parts, and includes the need to interact with federal, state, and local agencies on technology, legal, policy, and financial issues.
There are several key areas involved: design, development and construction of the roadway technology; the design, development and construction of the back-office customer service center; the federal NEPA process; broader and statutory stakeholder outreach; development of and reporting on statutorily and federally required performance metrics; implementation of program exemptions; and support for the Traffic Mobility Review Board.
Further, there are multiple interactions with private entities, local, state, regional, and federal agencies as well as with the public.
Under the direction of the Business Manager, Back Office Services (BOS) & Exemptions and Sr. Director, BOS & Exemptions, the incumbent working closely with other MTA Departments, will assist with designing, developing, and administering internal audit activities for the CBDTP Back Office, exemptions, and discount programs. S/he will ensure that the business requirements of the CBDTP BOS & Exemption program are in compliance (once up and running). In addition, duties and responsibilities will include:
Assist with developing an internal auditing processes to mitigate risk and fraud for the CBDTP Back Office, exemptions, and discount programs to protect revenue; participate in the appeals process for all matters related to CBDTP (applications, transaction disputes, etc.)
Evaluates the CBDTP Back Office, exemptions, and discount programs performance using qualitative and quantitative methods to determine, problems and causal factors.
Interface with the vendors on contract activities related to the CBDTP Back Office Services operation
Review, audit, and report on contractor compliance with Service Level Agreements (SLAs) and Key Performance Indicators (KPIs)
Review vendor invoices for accuracy and work closely with Accounts Payable to ensure timely payment to vendors and consultants for services rendered.
Maintains records for all vendors and suppliers, procurements, contracts, and agreements, including renewal and expiration dates.
Communicates with vendors, consultants and other MTA departments regarding pending procurements, service agreements, contracts, and other requisitions.
Conduct research on industry wide policies on handling customer inquiries, complaints, disputes. Other duties as assigned.
QUALIFICATIONS
Bachelor’s degree in Business Administration, Public Administration, Project Management, Finance or a related field.
Must possess a minimum of three (3) years of full-time related experience. An advanced educational degree in a related field may be substituted for one (1) year of experience.
Experience and background in auditing processes, policies and procedures; contract management; or similar function
Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
Demonstrated strong interpersonal skills: The role requires effective collaboration with internal and external staff members from CBDTP and Toll Operations to achieve project objectives. Proficiency in working within collaborative environments and coordinating efforts is essential for success.
Effective time management skills: The incumbent must deliver query results within established deadlines for reporting. This involves prioritizing workload and seeking guidance from the direct supervisor to ensure timely completion.
Excellent project management, organizational, and critical thinking skills: The candidate should possess outstanding abilities in project management, organizational skills, and critical thinking to contribute effectively to the success of the projects.
Self-motivated and proactive team player: We are seeking an individual who is inherently motivated and takes a proactive approach to teamwork, contributing positively to the overall dynamics of the team.
PREFERRED
Master’s degree in a related field.
Familiarity with the MTA’s policies and procedures.
Exposure to NYCSC contract and scope of work
Knowledge of Key Performance Indicators and Service Level Agreements
Understanding of B&T’s E-ZPass and/or Cashless Tolling programs
Familiarity with NYCSC Operations
