License and Certification Qualifications: Valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.
Education Qualifications: Specialist degree in educational leadership or equivalent; or more than ten years related experience and/or training; or equivalent combination of education and experience.
Experience Qualifications: Five years of progressively responsible leadership experience required.
Skills Qualifications: Ability to read, analyze, and interpret the most complex documents; ability to respond effectively to the most sensitive inquiries or complaints; ability to write speeches and articles using original or innovative techniques or styles; ability to make effective and persuasive speeches and presentations on controversial or complex topics to senior level management, public groups, and/or the Board of Education; and ability to deal with a variety of abstract and concrete variables.
Primary Responsibilities: Provide leadership and direct human resources operations of Gwinnett County Public Schools (GCPS) with responsibility for recruitment, retention, succession planning, employment, compensation, employee relations, benefits, leadership development, performance management, and employee services.
1. Supervise the preparation and administration of human resources allotments.
a. Facilitate the annual staffing Cross-Functional Action Team.
b. Direct the development and management of local school allotment formulas.
c. Direct the development and disbursement of local school staff allotments.
2. Supervise the recruitment, screening, referral, and placement of staff for employment.
a. Direct the development of the recruitment schedule.
b. Direct the development and implementation of a recruitment plan.
c. Direct the certification process to ensure that all GCPS educators hold valid in-field Georgia certificates.
3. Supervise the processing and maintenance of all applicant records.
a. Develop a system to store and retrieve data in an accurate and timely manner.
b. Direct the maintenance of the applicant tracking system.
4. Direct the performance management of employees.
a. Direct the development of the annual evaluation process for all employees.
b. Monitor the implementation and compliance of the evaluation process.
5. Direct the establishment and maintenance of a comprehensive and value-added benefits and leave administration system.
a. Direct the administration of a competitive employee benefits package.
b. Direct the administration of annual open enrollment.
c. Direct the processes for employees on leave of absence.
d. Direct the criminal background check process for the district.
6. Direct the program for wage and salary administration.
a. Direct the preparation of wage and salary surveys.
b. Direct job description development and management.
c. Direct the position reclassification process.
d. Direct the preparation and maintenance of all salary schedules.
e. Direct the assignment of salary for all employees.
f. Direct the unemployment compensation system for the district.
7. Prepare, maintain, and monitor the Human Resources and Talent Management Division budget.
a. Direct the development of new budget requests.
b. Monitor the monthly budget reports for accuracy and appropriateness of expenditures.
8. Supervise the preparation, administration, and implementation of personnel policies and procedures.
a. Direct the continuous review and update of personnel policies and procedures.
b. Direct the continuous review and update of all human resources processes.
9. Direct the preparation of the monthly personnel recommendations for the CEO/Superintendent.
a. Prepare and present monthly personnel recommendations for the CEO/Superintendent including, leadership appointments, certified/classified new hires, rehires, retirees, leave, separations, and criminal background clearance.
b. Prepare and present monthly Human Resources Report for the Board of Education.
10. Direct the development and implementation of the district-wide leadership development program.
a. Monitor the administration of the district's leadership development policies.
b. Serve as a lead instructor for the Quality-Plus Leader Academy (QPLA).
11. Serve as the Teaching and Learning team lead.
a. Facilitate cross divisional collaboration to ensure the CEO/Superintendent's Priorities and Initiatives are implemented with fidelity.
b. Facilitate the selection process for all principals.
12. Lead and direct the Human Resources Advisory Council (HRAC).
a. Lead HRAC annual meetings for the district.
b. Provide annual report to the HRAC.
c. Serve as a community liaison to the CEO/Superintendent.
13. Serve as the Vice-Chairman of the Gwinnett Retirement System (GRS) Administrative Committee.
14. Perform other duties as assigned.
Physical Demands:
While performing the duties of this job, the employee is frequently required to sit for extended periods of time. Employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. Employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Position requires attendance at night meetings and extended workday hours. Position requires overnight travel, on occasion, for recruitment and other professional purposes.
