The Office of Sponsored Programs (OSP) at Georgia State University is a dynamic and diverse workplace that supports GSU’s research community and its rapidly growing portfolio of sponsored projects. Last fiscal year, GSU faculty brought in $224 million in research funding, topping $100 million for the 9th consecutive year!

 OSP is structured to provide targeted service to GSU’s research community. Each GSU department is assigned one preaward officer and one postaward officer.  These officers handle all proposals, grant awards and sponsored projects for that department. Contracts and grants with certain terms and conditions are reviewed and negotiated by the Contracts team. The Contracts team works closely with the OSP preaward officer handling the applicable department, the PI, GSU’s Office of Legal Affairs and other stakeholders to ensure that the final contract represents both GSU and the PI’s needs.

HERE IS WHAT YOU WILL DO

This position will join an experienced and dedicated team of preaward research administrative professionals who assist GSU investigators in obtaining funding to support their research. The work is challenging and engaging, and you will work with stakeholders all across GSU’s campus and our many different sponsors locally, nationally and internationally.

 The Associate Director, Award Negotiations is a crucial leader and integral partner on the OSP team and works closely with faculty and college research administrators.  They handle the negotiation of grant agreements and sponsored contracts, lead the award negotiations and outgoing subawards team, and work closely with the preaward officers of OSP. This position reports directly to the Director of Pre-Award Services, OSP. 

The Associate Director will work with leaders in various compliance departments, including, but not limited to, the Export Control Office, the Office of Technology Transfer, the Office of Human Research Protection & Animal Welfare, Legal Affairs, and Research and Environmental Safety. Key functions of the position are as follows:

Contract Review and Negotiation

·        Review and negotiate all sponsored contracts and grant agreements containing negotiable terms and conditions, including any amendments, supplements and renewals. 

·      Interpret contract language and applicable laws, rules, regulations and guidelines; analyze complex contractual terms; identify problematic terms and areas of risk for the university; determine strategies for contract negotiation; apply university requirements to contracts.

·      Serve as subject matter expert on sponsored project contracting with all types of sponsors including federal contracts and FAR clauses.

·      Handle reporting of sponsored project contracts as required by federal agencies.

·      Maintain relationships with sponsors and expertise in sponsor contract templates in order to streamline contract negotiations.

·      Work closely with OSP Pre-Award Director, Office of Legal Affairs and Office of Technology Transfer on complex contract negotiations.

·      Work with the Georgia State University Foundation on contracts/projects/sponsors being shepherded by the Foundation.

·      Meet with Principal Investigators to discuss projects and appropriate contract terms.

·      Coordinate with OSP Pre-Award officers as necessary to ensure proper set up of contracts in Spectrum.

·      Maintain and develop internal guides and contract templates.

    Outgoing Subawards

·      Manage outgoing subawards process at GSU, including managing the outgoing subaward officer. Assist with managing the subaward officer’s workload and ensuring timely preparation of outgoing subawards.

·      Review outgoing subawards prepared by the subaward officer to ensure compliance with prime award, federal requirements and GSU guidance.

·      Ensure appropriate subrecipient monitoring and timely FFATA reporting.

·      Lead the development of procedures and guidance to ensure compliance with all sponsor requirements.

·      Serve as subject matter expert on outgoing subawards.

Preaward Duties 

·          Perform all duties of a preaward officer for a small number of GSU departments including:

·        Proposal review and submission,

·        Award review, negotiation, and set up in Financial System,

·        Communicate with sponsors as a GSU authorized official,

·        Review and process just-in-time requests, no cost extensions, non-competing continuations, carryforward requests, progress reports, PI changes, contract modifications and other related tasks.

OSP Leadership

·      Work closely with OSP leadership in developing and refining OSP processes and procedures.

    Other duties as assigned.

Qualifications

Minimum Hiring Qualifications:

Bachelor's degree and 5 years of experience.
