Job Overview:

Preferably, this position will be based out of the Tempe office in Tempe, AZ. The candidate will report to the Vice President of the West Region and will have direct safety, health, and environmental responsibility for LGUS West Region business.

The successful applicant will be responsible for monitoring, training, implementing, and ensuring compliance with Safety, Health, and Environmental (SHE) regulatory requirements of OSHA Federal and State General and Construction Industry regulations, EPA, local and state safety regulations and Linde internal standards.

Job Purpose:

Collaborates with all levels of management to identify and correct potential safety and health hazards and environmental situations and provides compliance assurance from a strategic and tactical standpoint to the Business. Ensures the implementation of safe and environmentally compliant standard work practices. Assures compliance with organizational and government environmental, health and safety standards. Monitors organizational environmental, safety and health performance, and provides employee safety, health and environmental training and compliance tools.

Job Scope:

This Safety professional position applies advanced safety, health and environmental knowledge to ensure zero injuries, zero incidents, and zero environmental events throughout the Bulk, Onsite and HyCO business in the West Region in the areas of environmental, personnel safety at plants and on construction projects, operational process safety, and environmental in order to protect the health and safety of all company employees, as well as the surrounding communities and environments in which the company operates. Provides leadership, guidance, and assistance in the prevention/control of accidents and incidents.

Primary Responsibilities:

  • Set and communicate the SH&E Strategic direction for the West Region Business to ensure strong safety and compliance performance.
  • Develop and implement 5-year SH&E plans

o Develop SH&E Annual plan

o Drive development of the Annual Safety Kick off Presentation and meeting scheduling. Attend all meetings

o Determines when needed, develops and communicates procedure enhancements when necessary to prevent potential injuries and to meet industry practices

  • Understand and communicate the potential impact on safety performance from human factors, behaviors, and risk tolerance
  • Facilitate accident investigations including Root Cause Analysis for injuries/illnesses/key incidents and process safety events. Ensure all investigation team members are properly trained based on internal and regulatory requirements
  • Knowledge and understanding of the Department of Homeland Security (DHS) Chemical Facility Anti-terrorism standards (CFATS) related to chemical vulnerability information (CVI) and facility chemical top screens
  • Agency interface for regulatory agencies such as OSHA, EPA, DHS, and TRRC. Resolve all issues related to regulatory compliance and/or permitting
  • Provide regulatory interpretation of OSHA 29 CFR 1910 General Industry and 29 CFR 1926 Construction
  • Provide interpretation on internal safety procedures and provides signature approval as required for such procedures as reclassification of a confined space
  • Coordinate the near miss reporting process

o Based on trends or severity of near miss, ensure near miss communications are developed and shared as appropriate

  • Ensures proper case management and reporting for all injuries
  • Provide 24-hour notification to corporate for tier 1, tier2, and LWC events
  • Interface with Linde Corporate SH&E and Linde Engineering on SH&E related issues
  • Develop SH&E department budget, track and ensure budget is metDirect 8 SH&E Field Specialists providing support for operations and construction/project execution

Qualifications:

  • BS Degree preferred; or 15 years relevant SH&E experience in the refining or chemical industry
  • CSP or ability to achieve the CSP within 3 years
  • Experience dealing and negotiating directly with regulatory agencies preferred
  • Demonstrated proficiency in all areas of safety, health, and environmental
  • Effective communication and organization skills
  • Strong presentation skills
  • Ability to work with all levels of the organization, be customer focused, set positive example and drive change
  • Travel 30% with overnight stays required.
