The Department of General Services makes Tennessee State Government work! Literally.

State troopers, and social workers, are a few State employees who couldn't do their jobs without the vehicles we purchase and maintain. How you make a difference in this role:

As the Associate Counsel, you will review and approve solicitations and drafts and negotiate contracts to ensure compliance with State procurement rules, policies, and procedures. You will investigate and recommend CPO responses on vendor protests and advise the organization on legal transactions, legal rights, and obligations. This may include assisting with determining the appropriate contracting method, specifications, terms and conditions drafting, negotiations of contract terms and conditions, reviewing and resolving bid abnormalities, and assisting with the vendor complaint and contractor performance management processes.

The Associate Counsel will apply knowledge of subject area laws and legal administrative procedures and standards to advise State executives on legal matters related to the procurement of goods and services and contract management. You will work collaboratively with internal and external stakeholders, including agency representatives, to provide information and advice on legal matters and incorporate best practices in public procurement.

Job Overview:

This position reports to the Executive Director of Legal and Compliance. The position has a hybrid work schedule (three days working from home and two days working in the office located in the Tennessee Tower in downtown Nashville). This position has a monthly starting salary of $8,408 - $10,917 (determined by experience).

Key Responsibilities:

  • Draft, review, edit, negotiate, and approve State procurement documents and contracts.
  • Conduct legal research, apply knowledge of laws, rules, and regulations, and utilize subject matter expertise to independently render legal advice based on facts and conclusions of law relevant to the procurement organization's needs.
  • Advise State and agency procurement staff, as necessary, on legal issues associated with procurement and contracting activities.
  • Advise State executives on procurement protests and appeals and represents the State in legal proceedings resulting from protests and appeals.
  • Support the Lead Attorney with the representation of the procurement organization in litigation, mediation, negotiation, and other legal proceedings.

Required Experience:

  • Completion of a law degree from an accredited school of law
  • Certification by the Tennessee Board of Law Examiners to practice law in the State of Tennessee
  • Contract or procurement law experience
  • Excellent organization, problem-solving, and negotiation skills
  • Excellent self-management and analytical skills
  • Exceptional presentation, verbal, and written communication skills
