    Job Description

    The Assistant Vice President of Programs serves as a team leader providing Program Department leadership and supervision to Senior Directors and others, ensuring the delivery of quality care while adhering to the mission of St. Joseph Center.

    _ **ESSENTIAL DUTIES & RESPONSIBILITIES **_

    The Assistant Vice President of Programs’ key areas of responsibility include:

    Key Areas of Responsibility:

    • In collaboration with the Chief Program Officer, develop strategies and policies to ensure agency success. Works closely with the CPO on the execution of all strategic goals and initiatives related to programs.
    • The Assistant Vice President will work closely with programs by partnering with Senior Directors and other staff to ensure departmental goals are being met.
    • Oversee program design from start to completion, including establishing deadlines, milestones, and processes. Take the lead in the development of program and service models for Mental Health programs, homeless services, and vocational programs.
    • Support a “no wrong door” approach to services where clients flow smoothly into a continuum of care; recognizing that those we serve are high-need and are in need of integrated services. Embrace an empowering/strength-based approach to program design.
    • Monitor operational compliance with policies to ensure the success of the programs. Review program data at a macro level; provide analysis to inform best practices and ensure that programs are engaged in continuous process improvement on an ongoing basis.
    • Approve budgets and monitor the financial performance of Programs, including billing/drawing down of DMH contracts.
    • Unitize reports from the Data and QA departments for outcome monitoring, program effectiveness, billing, and staff supervision.
    • Leads by example, provides effective leadership, not by simply asserting authority, but instead by fostering trust through honesty and transparency. Foster staff development to make sure that workloads are balanced.
    • Provide guidance to the programs department with performance and outcome-based program initiatives that include developing written and verbal operational strategies and procedures when needed.
    • Be knowledgeable of the statement of works, program plans, milestones, metrics and budgets.
    • Direct those in senior management to initiate and set goals for programs according to the strategic objectives of St. Joseph Center.
    • Track and analyze issues, risks, and costs, and then proactively address and mitigate any potential deficiencies.
    • Communicate transparently and effectively with all members of the Senior Leadership Team. This includes being responsive to the requests of the Chief Program Officer and other needs of the Sr. Leadership Team within reasonable timeframes.
    • Ensure program operations and activities adhere to funding, legal and contractual guidelines, and agency policies.
    • Be responsive, and submit reports in a timely manner.
    • Build upon relationships with local or continuum coalitions/boards, communities and stakeholders and represent St. Joseph Center or the region where we do work.

    Knowledge, Skills & Abilities:

    • Knowledge of local homeless and social service funded agencies and requirements, including Department of Health Services (DHS) Housing for Health, Department of Mental Health (DMH), and Los Angeles Housing Authority (LAHSA).
    • Operate as an advocate for the underserved.
    • Must exercise a creative, innovative approach in expanding the breadth of who SJC is.
    • Be a forward-thinking active leader that continuously calibrates the Programs approach to ensure we’re rising to meet the scope, magnitude, and complexity of the homelessness crisis. Show the ability to recognize the subtleties, nuances and contours involved in implanting change.
    • Strong knowledge of continuum of care and best practices regarding service linkage.
    • Strong working knowledge of Mental Health and substance abuse issues.
    • Must be highly motivated and a self-starter. The ability to communicate with and relate to a diverse group of people including chronically homeless clients, community, and other staff.
    • Must have excellent leadership, administrative and organizational skills.
    • Strong public speaking skills with the ability to represent SJC in multiple venues, such as conferences, stakeholder meetings, and funder convening.
    • Demonstrated ability to manage and supervise professional staff while handling multiple tasks and relating to diverse groups.
    • Strong knowledge and experience of preparing and analyzing program budgets from various funding sources.

    Experience:

    • Minimum of ten years of experience and strong commitment to providing services to homeless or low-income individuals or families, those with Mental Health needs and/or other special-needs populations.
    • Demonstrated success in collaborating with partner agencies and convening meetings with other community organizations.
    • Minimum of three to five years of supervisory experience of management level staff.
    • Lived Experience is a plus.
    • Experience with outreach teams is a plus.
    • Must have experience interacting with city and government officials, especially as it relates to advocating for social service programs.

    Education:

    • LCSW/LMFT or Master’s degree in social work, psychology, public health, public policy, or similar.

    Direct Reports:

    • Oversee a team of Directors (This will be a transition, to take place as determined)
    • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Computer Skills:

    • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
    • Ability to use widely supported internet browsers.

    Certificates, Licenses and Registrations:

    • Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
    • Valid automobile liability insurance.

    Travel Requirements:

    • Travel to meetings at multiple St. Joseph Center sites, meetings with elected officials and funders, and to community partner locations as needed.

    Additional Information

    Status: Full-time/Exempt

    Pay Range: $140,000 and up

    At St. Joseph Center, pay ranges are set using the best available market data for the job at the required location. To determine salary for a candidate, we consider the candidate's skills and capabilities for the job compared with expectations for the position.
