Assistant Vice President for Research Compliance, Chief Research Compliance Officer (CRCO)

The Assistant Vice President for Research Compliance/Chief Research Compliance Officer (CRCO) will have responsibility for oversight and support of all research and regulatory compliance activities at Rowan University, including the Institutional Review Board (IRB) for human subjects research, the Institutional Animal Care and Use Committee (IACUC), the Institutional Biosafety Committee (IBC), clinical research integrity and ethics education of both researchers and compliance committee members, developing and implementing auditing/monitoring programs of human, animal, and other research activities, and oversight of the process of monitoring conflicts of interest in research, responsible conduct of research, and research integrity. This position will serve as the Rowan Empowered Official for export controls and Deciding Official for Research integrity, as well as being able to serve as the Institutional Official for the IRB, IACUC, and IBC. Position Summary:

Duties will include, but are not limited to, providing vision and leadership on matters related to research regulatory compliance; working with the IRB, IACUC, and IBC members, supervising IRB, IACUC, and IBC staff to ensure the preservation of rights and well-being of participants involved in research; serving as a primary resource of regulatory and research integrity/ethics advice for the IRB, IACUC, and IBC, researchers and institutional officials; oversight of Rowan's research integrity, responsible conduct of research, and conflict of interest Research Compliance programs; as well as overseeing and managing the export controls programs. This position requires confidentiality and will serve as institutional official regarding matters related to accrediting and federal regulatory agencies, including, but not limited to, Empowered Official for export controls. This position reports to the Vice President for Research.

Job Responsibilities:

  • Lead the Office of Research Compliance to enact changes to existing policy and procedures or create new policy and procedures based on changes to federal and state laws and regulations related to regulatory Research Compliance
  • Oversee and supervise operations related to federal research regulatory committees (IRB, IACUC, and IBC), conflict of interest, research integrity, responsible conduct of research, and export controls
  • Meet with leaders in central administration, colleges, and schools to identify and strategize regulatory Research Compliance initiatives
  • Act as the institutional official in matters related to export controls and foreign influence, specifically in the role of Empowered Official
  • Act as the liaison with U.S. federal research regulatory oversight authorities and agencies, including any 3rd party accrediting agencies or Rowan affiliated entities
  • Identify federal contract requirements related to use of U.S. federal contract information and controlled unclassified information to ensure the institution is compliant with U.S. federal departments, agencies, and offices laws, regulations, and policy
  • Oversee the management and retention of Office of Research Compliance records, software, and databases
  • Advise and contribute to the development and implementation of educational programs, training, or workshops to committee members, faculty, staff, and students
  • Performs other duties as assigned

Required Qualifications:

  • Minimum requirement is a Master's degree with preference for a Ph.D., M.D. or equivalent health-related professional degree
  • Minimum of six (6) years of experience in planning, development, and the administration of Research Compliance activities
  • Knowledge of and ability to correctly interpret laws, regulations (including 45 CFR 46 and 21), and policies related to human subjects, animal, and biosafety Research Compliance, including principles of ethical conduct of research with human subjects and an understanding of conflict-of-interest issues
  • Knowledge of and ability to correctly interpret Export Controls laws and regulations
  • Previous responsibility for Research in a university, medical school, or hospital with extensive interface with administrators, faculty, regulatory agencies, and sponsors
  • Ability to develop and conduct effective training programs

  • Outstanding human relations and leadership skills, and the ability to function in a team environment
  • Demonstrated knowledge of how to accomplish superior performance in a unionized environment
  • Ability to work effectively and diplomatically in a professional manner as well as to develop strong relationships and trust internally with faculty and their staff, College Deans, Department Chairs and College administrative staff; as well as externally with federal agencies and other key constituents
  • Certified IRB Professional (CIP), Certified Professional in IACUC Administration (CPIA)
