JOB DESCRIPTION AND POSITION REQUIREMENTS:
Penn State's Office of Physical Plant (OPP) provides excellent facility services to the University by stewarding more than 22,000 acres of land and more than 2,100 buildings of University-owned and operated space.
We are looking for our next Assistant VicePresident for Design and Construction. Reporting to the Vice President of Facilities Management and Planning/Chief Facility Officer in the Office of Physical Plant, the Assistant VicePresident for Design and Construction provides leadership and oversight to Penn State's Design and Construction program to ensure that projects are completed consistent with institutional, stakeholder and customer needs.
The successful candidate will direct the $2 billion Design and Construction program for the University to include the formulation and implementation of program policy and the continuous review and improvement of services; provide leadership in directing change and improvement in work methods and practices; develop, implement, and maintain systems, processes and procedures that lead to consistent and acceptable project results; and plan and organize strategic initiatives and long-range programs that promote effective stewardship of University buildings and facilities. This position provides leadership to the Diverse Business Enterprise (DBE) Program and Construction safety program.
As a licensed engineer or architect, the Assistant Vice President will lead the university's Design and engineering services and project management professional services to include construction project management, Design and engineering services, facility contracting and facility/infrastructure engineering. Additionally, the AVP will oversee an in-house construction renovations services team. Responsibilities at all University locations include negotiating contracts, resolving contract claims/disputes, authorizing payment to design professionals and contractors, etc. The position directs the implementation of contracting initiatives and continuous review of processes and documents. Position responsibilities include signature delegation for contracts up to $1M and design agreements up to $150K, and related changes and amendments.
The position has onsite reporting responsibilities at the University Park campus and is considered essential during natural and man-made emergencies and during inclement weather.
PRINCIPLE RESPONSIBILITIES
  • Direct the efforts of project management teams responsible for the coordination of all University Park Design and Construction projects. Select, direct, and supervise project managers.

  • Provide direction and motivation to a staff of approximately 170 employees - 95 professional staff employees and 75 technical skill/trade employees. Select, train, monitor, and evaluate performance of assigned managers and support staff and recommend salary increases, promotions and/or performance management action plans.

  • Serve as the University's primary contact for State Prevailing Wage Division, Department of Labor and Industry, Centre Region Code Office, and AFL-CIO construction trades.

  • Serve as the University's primary contact and liaison with Pennsylvania State Department of General Services.

  • Provide Design and Construction leadership and support to Penn State campuses and locations outside of University Park.

  • Serve in leadership role developing, modifying, and executing the University Capital Plan. Provide leadership in capital project planning by working closely with the University's Office of Budget & Finance and OPP's Administration Division to ensure effective planning and programming of major capital projects. Develop project budgets and schedules, ensuring optimal value for capital investments.

  • Serve on OPP Emergency Operations Committee, participate in training exercises, and be available to respond to University emergencies.

  • Co-chair the Integrated Capital Planning Team in collaboration with the Office of Budget and Finance. Develop the Capital Budget Report.

  • Oversee the professional development, including the registration and credentialing standards of engineers and other licensed professionals within the department.

  • Oversee the University's design standards and guidelines and ensure annual review and coordination of updates, work with Chief Facility Officer on exceptions to the standards.

  • Ensure all departmental areas of responsibility have dedicated safety plans that are timely, relevant, and consistently enforced.

  • Provide leadership in a manner consistent with OPP values of integrity, respect, responsibility, discovery, excellence, and community, and instill those values throughout the work unit.

QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES
Bachelor's degree required (master's degree preferred) in engineering, architecture, construction management, or a related field and 15 or more years of experience in facilities management. Must be licensed as Professional Engineer or Registered Architect.
We are seeking candidates with the following:
  • Relevant experience of 12+ years in a large, complex academic, healthcare, or institutional organization with diverse stakeholders, including 3-5 years of experience in a supervisory position leading a diverse team of personnel.

  • Extensive knowledge of Design and Construction of buildings by all trade crafts, including utilities, plumbing, electrical, mechanical, general construction, grounds/landscaping. Ability to read and interpret construction blueprints and technical specifications.

  • Considerable knowledge in establishing budgets and controlling/monitoring expenditures. Adept with the Microsoft 365 (formerly Office) suite and computerized work order management systems.

  • Demonstrated ability to analyze, solve, and develop creative solutions to complex problems. Excellent organizational and planning skills; work and communicate effectively, both verbally and in writing, with a wide range of constituencies.

  • Excellent relationship building skills with an emphasis on civility and collaborative teamwork with all direct reports, other departmental staff members, customers, university senior leadership, and community members to develop and maintain positive and inclusive working relationships and high morale.

  • Strong leadership qualities to effectively achieve the departmental and university mission, and ensure work is done promptly, within standards, and meeting customer expectations.

  • Knowledge of and ability to establish, enforce, and follow all safety and environmental rules and regulations, and take appropriate precautions to prevent injury and illness in the workforce.
