Job description

Position Summary
The Assistant Superintendent works collaboratively with the Superintendent in furthering the goals, vision, and strategic plan for the district. The Assistant Superintendent plans, develops, directs, monitors and maintains a focus on instructional improvement to ensure each and every student achieves. Additionally, they monitor and direct the operation and fiscal resources of schools to ensure effective leadership for students' academic achievement within the K-12 schools and programs. This includes effective data tracking and monitoring to meet the needs of all students and especially those in identified key groups for additional support and resources. The Assistant Superintendent contributes to the attainment of goals and plans of the district by leading, learning with, and supporting district staff under the goals and priorities of the District's Strategic Plan. Additionally, the Assistant Superintendent ensures compliance with state and Federal regulations and provides leadership to the district's administrators and staff.
Essential Functions
Instructional Leadership:
  1. The development of curriculum and instructional improvement necessary to address the current and future needs of students in a changing society.
  2. Leads and supports bilingual programming K-12.
  3. Provides leadership for Career and College systems K-12 including expanding offerings to improve graduation rates and post high school success.
  4. Reviews and collaborates on School Improvement Plans, maintaining regular communication with principals to track progress towards District and school-level objectives.
  5. Collaboratively creates strong Multi Tiered Systems of Support for student academic and behavioral needs to increase student achievement.
  6. Coordinates the District's assessment program including the oversight of assessment development, data analysis, and reporting of outcomes.
  7. Trains and supports principals in leading for instructional improvement including classroom observations and feedback, evaluation process, and leadership skill development.

Visionary Leadership Leadership:
  1. Provides strategic direction in developing instructional improvement including research, pilot studies on curriculum, pedagogy, as well as the introduction of new academic offerings.
  2. Provides leadership for technology use and instructional integration.
  3. Assists principals and district-level administrators in the development of leadership skills to meet the needs of students.
  4. Monitors student progress and the development of curricular offerings, revisions, partnerships and community based opportunities to improve such progress.
  5. Conducts school site visits to monitor implementation, establish priorities and set goals for improving student achievement, teacher development, and the performance of schools.
  6. Creates visionary changes for K-12 instruction, through research, collaboration, other district site visits, and partnerships.
  7. Invests in supporting teacher and classified advancement and leadership through strategic training, opportunities and mentorship.

Organizational Management:
  1. Manages professional offerings in line with Strategic Plan and district needs for Teaching and Learning.
  2. Leads the District accreditation process.
  3. Supervises and/or completes reports to the State Department of Education and the Federal Government.
  4. Monitors compliance with grants.
  5. Attends School Board meetings and prepares such reports as the Superintendent requests.
  6. Assesses the culture of schools to determine readiness of school structures for using data to help school teams be accountable to each other and the students they serve.
  7. Collaborates with the Chief Finance Officer, Human Resources and Legal Services regarding budget priorities, budget formation, budget adjustments, and management including working on negotiations with unions.
  8. Acts as Superintendent in their absence.
  9. Performs other duties as assigned by the Superintendent to support the overall mission, vision, goals and needs of the District.

  1. Supervises and facilitates professional development for district staff to ensure educational equity.
  2. Leads a dynamic, caring and dedicated staff, on a district-wide level, towards continuous improvement of teaching and learning.
  3. Shows respect to individual needs/concerns of all students, staff, and families.
  4. Promotes, supports and leads for strong dual language programing K-12.
  5. Builds relationships within the district, community and across the state to better serve diverse students and families within the district.
  6. Supports and/or leads for district educational equity goals and outcomes including partnering with families and community.

  1. Assists in the development of budgets including staffing needs, instructional materials and resources, and provision for the activities of the district.
  2. Fosters effective communication among all stakeholders within the school community through a planful, comprehensive communication plan.
  3. Provides leadership in the development, writing, and implementation of policies and procedures for the school district.
  4. Builds positive relationships with certified and classified unions and represents the teaching and learning needs of the district in bargaining.
  5. Problem solves and addresses issues that may surface in community/schools.
  6. Manages confidentiality in all aspects of the job.

Knowledge, Skills, and Abilities:
  1. Ability to exercise independent judgment while adhering to prescribed policies and procedures; performs the essential functions of the position with minimal supervision.
  2. Ability to establish and maintain effective professional relationships and work in partnership with supervisors, other staff, students, and the general public.
  3. Ability to work effectively with and respond to people from diverse cultures and backgrounds.
  4. Ability to communicate with and to supervise staff and maintain professional relationships within the district.
  5. Ability to demonstrate professionalism in dress, speech and manner appropriate to the assignment and work setting.
  6. Ability to follow district policies and procedures at all times.

Minimum Qualifications:
  1. Three years of successful experience as a building principal.
  2. Three years of successful experience as a district level administrator.
  3. High school administrative and Career and College experiences.
  4. Strong understanding of Oregon and Federal laws applicable to education and grants.
  5. Track record of improving student outcomes.
  6. Responsive leadership; engaged in community.
  7. Experience supporting principals and other administrators in their leadership.
  8. Strengths with supporting student behaviors and understanding of best practices for Social Emotional Learning.
  9. Strong understanding of Dual Language programing and best practices.
  10. Strong understanding of serving Emerging Bilingual students for equitable outcomes.
  11. Strong understanding of MTSS (Multi Tiered Systems of Support).
  12. Strong lens on educational equity and serving the needs of diverse students.
  13. Successful completion of criminal history records check, as required by law.

Preferred Qualifications:
  1. Impactful leadership experience in a diverse community: socio-economic diversity, emerging bilinguals, cultural and racial diversity, etc.
  2. Strong understanding of Student Services best practices including laws, identification, programming and evolving student needs.

Reports to: Superintendent
Supervises: Administrators, Teachers on Special Assignment, Classified Staff
This position is 8 hours per day; 260 days per year.
