Who We Serve:
Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.
Secretariat Overview:
The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth's energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA.

The Office of Coastal Zone Management (CZM) is the lead for coastal and ocean policy, technical assistance, and planning for the Massachusetts Executive Office of Energy and Environmental Affairs (EEA) and is responsible for implementing the Commonwealth's federally approved coastal program in the 78 coastal communities. CZM's mission is to balance the impact of human activities with the protection of Coastal and marine resources through planning, public involvement, education, research, and sound resource management. Consistent with the Healey-Driscoll Administration's "whole of government approach" to addressing climate change, CZM is elevating its focus on climate change, working in close collaboration with other agencies to advance the resilience of Coastal environments and communities.
The Assistant Secretary/CZM Director:
Leads, promotes, oversees and represents the Commonwealth's coastal protection efforts.
Develops and implements policy and planning programs and priorities for the Coastal Zone in close collaboration with EEA's offices and agencies.
Oversees and manages CZM program areas including municipal technical assistance, ocean management, local and regional coordination, water quality and habitat protection and enhancement, coastal shoreline/floodplain management and climate resilience.
Implements CZM's regulatory responsibilities under the federal Coastal Zone Management Act.
On behalf of the Secretary, leads the development and implementation of the Massachusetts Ocean Management Plan to protect critical marine habitat and important water-dependent uses and provide a management framework for ocean-based projects in state waters.
On behalf of the Secretary, implements the Municipal Harbor Plan and the Designated Port Area regulatory programs.
Supports EEA's efforts to sustainably site and develop offshore wind to meet the Commonwealth's offshore wind energy targets through offshore wind siting and planning with federal and state partners; review of offshore wind projects through state and federal processes; and stakeholder engagement.
Represents the Commonwealth on regional organizations including the Gulf of Maine Council, Northeast Regional Ocean Council, U.S. Bureau of Ocean Energy Management's (BOEM) offshore wind Task Forces, and the Coastal States Organization.
Oversees the management of two grant programs: CZM Coastal Resilience Grants and Coastal Habitat and Water Quality Program.
Provides administrative oversight for two hosted programs: the Buzzards Bay National Estuary Program and the Board of Underwater Archaeological Resources.
Manages program review, budget and reporting requirements associated with biannual federal grant through the National Oceanic and Atmospheric Administration (NOAA) and state capital and operating funds.
Fosters meaningful partnerships with colleagues across agencies and secretariates, coastal communities, the environmental non-profit government organizations, and New England states.
Develops and implements strategic vision to support a 35-person team of subject matter experts with diverse backgrounds to meet the goals of the Commonwealth's coastal program.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
