THE POSITION
Central San is seeking an Assistant Real Property Agent to perform routine and administrative work related to the appraisal, acquisition, management, transfer, sale, and disposal of property rights and publicly owned Real Property for its sewage collection systems, pumping stations, plant facilities, recycled water facilities, and ancillary properties. This position is the entry level of this classification series and works under close supervision. As experience and proficiency are gained, assignments become progressively more diversified and difficult.
This position is eligible to apply for advancement to the Real Property Agent classification ($4,745.86 - $5,745.10 Biweekly) after meeting time, experience, and testing requirements.
Typical responsibilities may include:
- Reviews engineered or tenant improvement plans for existing right-of-way, needed right-of-way, and to identify potential encroachments into District rights-of-way.
- Responds to public inquiries and provides general and specific information to developers, contractors, design consultants, the public, staff and others on District right-of-way requirements.
- Investigates properties regarding ownership restrictions, easements, utilities, etc.; orders and reviews title reports to support investigation as required.
- Prepares land transaction instruments such as grants of easements, quitclaim deeds, agreements, licenses, permits and leases.
- Negotiations in the acquisition of routine property rights and resolution of encroachments.
- May act as a notary public, maintaining records as required.
- Records documents with the County Clerk-Recorders Office.
- Maintains hard-copy files and electronic files as related to the job.
The ideal candidate is someone who:
- Organizes, prioritizes, and completes own work in an effective and timely manner.
- Possesses strong administrative skills to prepare professional documents, and maintain accurate and complete hard-copy and computer records and files.
- Can read and interpret engineered and tenant improvement plans as they relate to Real Property matters.
- Is able to learn procedures, techniques, and legal aspects of land rights and rights-of-way.
- Is able to research, review and interpret documents related to land use and land acquisitions including title reports, deeds, legal descriptions and property maps.
MINIMUM QUALIFICATIONS
Education:
Equivalent to completion of the twelfth (12th) grade. College-level coursework in real estate, appraisal, business, public administration, or a related field is highly desirable.
Experience:
Two (2) years of full-time professional level experience performing right-of-way or Real Property rights related duties. Previous experience performing Real Property functions in a California governmental or public utility or agency is highly desirable.
Substitution for Experience:
1) Possession of an Associates degree in real estate appraisal, engineering, business or public administration or a closely related field may be substituted for one year of the required experience. AND/OR 2) Two years of experience in a related job, such as engineering support, public permit counter, or plan review may be substituting for every one year of required experience.
Licenses and Certifications:
Possession of a valid California Driver's License. A valid out-of-state driver's license will be accepted during the application process. Must possess a valid California Driver's License within 90 days of appointment.

SELECTION PROCEDURE

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The list may be used to fill future vacancies in this classification.
Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified via email of the results of the review process.
Successful candidates not currently employed in regular status by the District must pass a pre-employment physical to be considered for appointment.
