Job description

PURPOSE OF RESIDENTIAL PROGRAM

To provide services and supports to keep individuals with intellectual disabilities out of institutions. To enable them to live quality lives within their community and to live as independently as possible.

DUTIES AND RESPONSIBILITIES:

The Assistant Program Coordinator (APC) is responsible to assist Residential Program Coordinators (RPC) with the overall supervision and operations of group homes. Will assists coordinators in ensuring residences comply with all applicable regulations as well as Bell standards and also ensuring that staff receives adequate training, supervision and support to carry out their job roles. Because of the nature of this Agency, it is essential that the APC believe in the philosophy of the Agency as well as be able to implement programs that are viable and essential to the consumer’s need. In light of this, it is required that all APC obtain the following trainings i.e. CPR, First Aid, Medication Administration and Certified Investigators training. It is expected that APC also be available on and off duty hours via phone or beeper.

CRITICAL ELEMENTS:

1) The APC assists the Program Coordinators (PC) in the management of multiple homes and has direct contact with both staff and consumers. The APC must respond promptly to all reports involving staff and/or consumer safety. They must also monitor homes to ensure they are safe and in good condition. The APC must assist the PC in ensuring that the homes maintain smooth operations. Examples in this area include:

a) Ensure adequate staffing is present in the homes and review weekly schedules for coverage and budgetary guidelines.

b) Participate in beeper coverage.

c) Become a Certified Incident Investigator under HCSIS guidelines as classes become available.

d) Complete required paperwork for a group home that has open supervisor positions.

e) Assist the PC in the interview process for unfilled positions.

f) Ensure the implementation of the goal plans at the site.

g) Make routine visits to the homes.

h) Review consumer files for accuracy when visiting homes.

i) Provide office coverage when not working in the homes.

j) Work one (1) weekend day per month (at random.)

k) Attend house meetings as scheduled.

l) Assist PC in checking compliance with licensing requirements.

m) Plan and coordinate duties with PC on a regular basis.

2) The APC will aid the PC in ensuring all services provided are individualized based on the needs of each consumer. The APC will assist the PC in identifying the individual needs and determine what type of assistance is necessary to support the consumer in their home. The APC will assist in arranging for the consumer’s needs to be met either by outside providers (i.e. speech therapy, physical therapy, compeer, etc.) or by training the residential staff to provide the necessary services to the individual. Examples of duties in this area:

a) Monitor goal plans (in conjunction with the PC) that will increase consumer’s skills and independence and minimize the regression of skills in older consumers.

b) Monitor staff to ensure universal precautions are followed.

c) Provide encouragement and support for consumers to become an involved member of their community.

d) Oversee client schedules to meet their changing needs.

3) The APC is responsible for assisting in monitoring all the household operations for the multiple residential program sites assigned. The highest level of standards will be maintained within budgetary and fiscal guidelines. Examples of duties in this area:

a) Monitor each home to ensure it is clean and in good repair.

b) Monitor assigned vehicles to ensure they are kept clean, in good repair and well maintained.

c) Monitor groceries to ensure food is available, nutritious, meet the consumer’s dietary needs and assure that menus are kept on site.

d) Assist in interviewing and hiring staff.

e) Assist in supervising Residential Supervisors and staff.

f) Assist PC in reviewing RPS and RSW time sheets weekly to verify and monitor scheduling of hours including overtime.

4) The APC needs to be knowledgeable of consumers, direct care workers and the program site. The APC acts as a line in the communication chain between the DSW and the PC. Information needs to be communicated in a timely, accurately and in a professional manner for services to run smoothly. Communication includes both verbal and written information. The APC must process written communication for various internal departments in a timely and accurate fashion as determined by the department. Examples of duties in this area:

a) Monitor staff with regard to proper communication.

b) Ensure incidents are reported in accordance with state regulations.

c) Provide staff members with the training and information needed to successfully carry out their duties.

d) Keep RPSs and RSWs informed of Agency information, policies and procedures.

e) Keep the PC informed of program operations and personnel issues.

f) Carry out the directives of the PC and/or Director of Services.

g) Monitor RPSs to ensure timely submission of paperwork to office personnel.

h) In the absence of the PC keep county, parents, families, consumers and management informed.

5) As a member of Bell’s management team, the APC must be knowledgeable and informed on all applicable regulations. The APC must assist the PC in monitoring multiple sites with regard to compliance with these regulations. Regulatory agencies include: Department of Public Welfare (DPW), Department of Labor OSHA, and Labor and Industry. Examples of duties in this area:

a) Assist the PC in monitoring consumer files to ensure all that all required information is filed appropriately at each site.

b) Correct and/or report all areas of non-compliance to the appropriate PC.

6) The APC must be an expert with Bell’s Policies and Procedures Manual, as well as Bell’s philosophical beliefs. The APC will assist the PC to assure services are provided in a manner consistent with policies, procedures and philosophies of the Agency. The Intellectual Disability Department’s philosophies utilized include consumer directed services; person centered planning, self-determination, positive approaches, normalization, the Everyday Lives philosophies and behavioral psychology. Examples in this area include:

a) Coordinate and provide training for new and current employees.

b) Attend training to develop skills and knowledge.

c) Encourage involvement of consumers’ families.

d) Support consumer’s choices.

e) Attend mandatory program and/or department meetings and trainings.

ADDITIONAL ELEMENTS:

1) Monitor direct care and on-call staff’s mandatory training requirements.

2) Support other programs in the intellectual disability services department.

3) Other duties as assigned.

Minimum Qualifications:

Associate’s Degree or five (5) years MH/MR experience; minimum age 21 (twenty-one) years; current Pennsylvania Driver’s License, insurable driving record, and reliable transportation; current physical and Mantoux (TB) and free from contagious disease; Act 33 Clearance and Pennsylvania State Police Background Check. E.O.E.
