Assistant District TreasurerJob DescriptionThe Hamilton-Wenham Regional School District is seeking qualified applicants for the stipend position of Assistant District Treasurer. The duties of the Assistant District Treasurer primarily involve receiving and disbursing the funds of the district. The responsibilities are prescribed in various chapters and sections of State Law Chapters 41, 44, and 71.The position reports to the District Treasurer, Hamilton-Wenham Regional School Committee, the Superintendent of Schools, and the Assistant Superintendent of Finance & Administration and will be appointed by the Regional School Committee under the authority of Massachusetts General Law Ch. 71, 16A.
The Assistant District Treasurer position is appointed annually. The Assistant District Treasurers work week and hours are flexible but at minimum must be present twice a year to process Accounts Payable and Payroll Warrants alongside the District Treasurer, on a Wednesday. In addition, the Assistant District Treasurer is on call all year to assist the school district in processing warrants and pick up cash, checks, and transfers from the five district schools and depositing them at the bank in the event the District Treasurer cannot for any unforeseen reasons.Professional QualificationsProfessional experience and fluency with the laws and procedures that govern municipal and school finance in the Commonwealth of Massachusetts required.Bachelors degree in accounting or finance preferred but not required.Excellent computer skills required. Mastery of excel and PowerPoint preferred.Knowledge of Infinite Visions Accounting Software is a plusFlexible schedule; and Available to work afternoonsGeneral ResponsibilitiesThe Assistant District Treasurer would fulfill the following duties twice a year and in the event the District Treasurer cannot: Receive all cash receipts and revenue for the district, regardless of source.Reconcile all money market, depository, accounts payable, payroll, student activities and scholarship accounts monthly.Ensure all receipts are posted to the general ledger, verify all expenses, accounts payable, payroll and encumbrances to ensure they are posted correctly and are in the correct period.Maintain and update cash flow reports, files sales and meals tax, federal income tax, social security taxes, Medicare taxes, and state income tax.Complete all quarterly reporting for payroll, federal taxes, state taxes, unemployment quarterly wage reports, all department of revenue reporting and year-end reporting.Prepare balance sheet for the Department of Revenue (DOR), E&D, statement of indebtedness, DOR Quarterly, DOR End of Year ChecklistLoans & Financing: Bond and Revenue Anticipation Notes Prepare loan paperwork, cash flow statements and all other legal requirements.Prepares all paperwork related to and pays all BOND current and future.Prepare all paperwork for scholarship investments and OPEB Trust investmentsAssist in audit preparationRuns bi-weely warrants, prints checks, and transfers funds to bank accountsAll other work assigned by the Hamilton-Wenham Regional School Committee, the Superintendent of Schools, and the Assistant Superintendent of Finance & AdministrationPhysical and Environmental DemandsThe physical and environmental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job Ability to function in a normal public meeting environment Read a computer screen for extended periods of time Ability to operate and spend extended time using computer Salary/Benefits$5,000 flat stipend per year; not benefits eligible
