The Town of North Andover is accepting applications for the position of:

DEPARTMENT ASSISTANT

Treasurer/Tax Collection Department

FULL-TIME WITH EXCELLENT BENEFITS.

*Salary Range: $23.16 to $28.80 per hour (Grade 2)

*This salary range is subject to the terms of the AFSCME Council 93, Local 2978 Administrative collective bargaining agreement

POSITION SUMMARY

The Financial Department Assistant performs skilled clerical and record keeping work of more than ordinary difficulty in the maintenance and processing of financial records, accounts and transactions; all other related work as required. Works under the general supervision of the Town Treasurer/Collector following department rules, regulations and policies, requiring the ability to plan and perform operations, and to independently complete assigned tasks according to a prescribed time schedule. Performs varied and responsible bookkeeping, record keeping, and clerical duties which require the application of prescribed procedures but require independent interpretation and the exercise of initiative and judgment; work requires a thorough knowledge of departmental operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • – Prepares property records for tax purposes; issues abatements as requested by the Board; codes and changes records as needed; apportions betterments and calculates interest from information received from DPW; manually calculates and adds apportionments and interest to tax bills; processes abatements for excise tax bills; handles registry file conversions and data entry; generates excise bills and commitments; logs all incoming excise tax bills from other towns and processes bills; supplies legal information and apportionment data on lien requests from the tax collector; answers questions from lawyers, realtors, and the general public regarding assessments; certifies abutters lists for town boards; assists in the preparation of the recapitulation sheet, gathering and calculating information for the assessors.
  • – Handles matters relating to betterments, municipal liens, and excise bills; receives and balances tax payments; computes interest on tax accounts; makes bank deposits researches records for banks, attorneys, the general public, and issues demand notices; mails tax bills; researches lien requests for computer input; handles mail and routine office correspondence; prepares refund schedule, warrants and hearing notices.
  • – Assists customers at the window and ensures that transactions are processed through the cash register system; reconciles daily accounts receivables and checkbook; daily, balances cash received. Posts accounts receivables and abatements on the computer for all real estate, personal property, motor vehicle tax accounts.
  • – May perform the duties of the parking Clerk; receives original parking tickets from the police department; performs data entry work to input parking ticket information onto the computer system; works with contractual vendor to flag unpaid tickets for the Registry of Motor Vehicles; answers questions/complaints regarding parking tickets; resolves computerized problems with vendor.
  • – Performs similar or related work as required or as situation dictates.

QUALIFICATIONS

Knowledge and Experience:

Thorough knowledge of general accounting practices and financial management. Minimum of two years of experience in clerical, bookkeeping or related field; experience in a municipal setting and in dealing with the public strongly preferred.

Skills:

Thorough knowledge of departmental operations and functions. Working knowledge of the organizations and institutions relevant to the department’s field of interest. Position requires the ability to comprehend the full scope of departmental activities and policies. Working knowledge of office procedures and bookkeeping principles. Thorough knowledge of arithmetic. Skill with typing and computers, particularly with financial and spreadsheet applications. Ability to organize clerical and statistical records. Ability to maintain detailed and extensive records and to prepare reports from same. Ability to work effectively under time constraints to meet deadlines. Ability to deal tactfully and appropriately with the general public and town departments in an effective manner.

Minimal physical effort required in performing duties under typical office conditions. Ability to operate a keyboard and calculator at efficient speed. Also operates typewriters, copier, telephone and all other standard office equipment. May be required to stand for long periods of time when assisting the public at the window/counter.
