What You'll Do:
Serves as an unclassified employee pursuant to Section 3301.13 R.C. and performs the following educational and/or research duties:
  • Supervises the Urban Support team.
  • Review and modify the existing support structures to provide focused support and technical assistance activities to Ohio's urban districts as part of an overall system of general supervision;
  • Maintains and sustains the urban support team and its existing structures to implement and manage focused support and technical assistance activities in Ohio's urban districts as part of an overall system of general supervision and as part of the established settlement agreement with the court and Disability Rights Ohio
  • Assigns staff to represent the urban support team in cross-section work groups and coordinates/monitors the teams and work scope of specific projects (e.g., Ohio's State Systemic Improvement Plan, OEC strategic plan, etc.);
  • Coordinates with regional state support team directors and urban district administrative teams to facilitate support and technical assistance in all areas of the 11-district plan along with any other requirements from the Office for Exceptional Children (e.g. Indicators, Special Education Profiles and Ratings, IDEA complaints and IDEA monitoring)
  • Monitors the 11 District plan for required outcomes;
  • Reports on progress of the 11 districts as per the settlement agreement;
  • Facilitate and provide each of the 11 districts written feedback on quarterly implementation questions
  • Meet quarterly with the 11 District Advisory Council quarterly to share 11 District state and local implementation and progress.
  • Present 11 District Plan state and local implementation biannually to SAPEC
  • Connects networks of urban support tools and resources to benchmark best practices;
  • Coordinates with other offices at DEW in the monitoring, support and technical assistance provided to urban school districts;
  • Coordinates with regional state support team directors and urban district administrative teams to facilitate support and technical assistance.
  • Formulates and makes recommendations to the Director and other administrative team members of OEC regarding legislation and policy development pertaining to special education;
  • Facilitates the analysis and use of data to inform policy, services, monitoring processes, and areas of focus in urban school districts;
  • Supervises and approves written correspondence between the Urban Support section and other entities (e.g., urban districts and other agencies);
  • Formulates and delivers presentations.
  • Collaborates with office staff to ensure the alignment of office goals with the overall mission and goals of the Center, Division and Department and with the settlement agreement
  • Collaborates with personnel in other centers and divisions to integrate the planning and implementation of state education policies and programs;
  • Collaborates with personnel in other state agencies, parent and professional organizations, and other associations to improve results for children and youth with disabilities and other at-risk learners;
  • Represents DEW at stakeholder meetings, state advisory council meetings and project-related workgroups.

Qualifications
  • Completion of master's degree or higher in one of the following areas Education (e.g., special education, educational administration/leadership); School Psychology; Psychology; Social Work; Speech and Language Pathology; Juris Doctorate with specific practice in the area of federal and state laws for implementing special education
  • 5 years of administrative experience in an urban setting to include responsibility for the supervision, coordination of and management of personnel and educational services

Preferred Qualifications:
  • Ability to build, structure and lead a high-performing team
  • Ability to coach for continuous growth of a team
  • Experience with development of policies and procedures related to IDEA and Ohio Operating Standards for the Education of Children with Disabilities (e.g., writing and implementing special education procedures and required documents)
  • Design and implementation of specially designed instruction and progress monitoring for students with disabilities
  • Leadership and direct involvement in the design, development and implementation of urban school improvement processes with a focus/representation of the subgroup of students with disabilities (e.g., analyzing data, project management, improvement planning, progress monitoring)
  • Experience providing support to parents of children with disabilities
  • Implementation of innovative practice in an urban setting
  • Strong organizational skills with demonstrated ability to manage multiple complex roles and responsibilities
  • Excellent communication, interpersonal, and team-building skills
  • Systems thinker with creativity and strong problem-solving skills
