Assistant Directorof Planning & Community Development: Hiring Range: $72,162 - $92,000, or as otherwise negotiated depending on qualifications.
The City of Colonial Heights is seeking a dynamic and motivated planning professional ready for the next step in his or her career. The Assistant Director assists in supervising zoning and property maintenance enforcement to include inspections and permit review, and assists team members of the department in completing tasks, including field inspections for investigation and compliance, site plan/plat review, and official department correspondence. This position prepares and submits grant applications, prepares department reports, interacts with internal and external customers, addresses public and professional inquiries, and coordinates the implementation of the CDBG annual action plan and CAPER preparation. The position is instrumental in the City's long-range and short-range planning projects. The Assistant Director fills in for the Director of Planning & Community Development as needed and is a critical part of departmental management, providing leadership to staff, and supporting departmental goals and objectives.
This leadership position requires thorough knowledge of generally accepted planning principles, zoning practices, code enforcement procedures, and CDBG policies. Supervisory experience is preferred.
Assists in interpreting and analyzing statistical and technical information in the formulation and presentation of long-range and short-range development and compliance goals.
Investigates zoning violations as deputy zoning administrator.
Reviews sign, fence and other permits as required.
Assists in performing field inspections to gather data relevant to the development review process and/or verify development projects comply with approved plans.
Collaborates with City's GIS Coordinator to ensure that GIS layers for the department are maintained and updated.
Attends meetings and serves as staff for the planning commission, board of zoning appeals, architectural review, wetlands board, and other boards and commissions as assigned.Coordinates and leads the City's Community Development Block Grant Program (CDBG).
Develops neighborhood revitalization action plans and implementation strategies.
Defines and creates neighborhood organizational structures.
Develops and submits grants.
Participates in budget preparation and administration, and monitors and controls expenditures.
Addresses public and professional inquiries.
A Bachelor's Degree and five to ten years directly related experience, orA Master's Degree and two to five years directly related experience, or
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
CDBG experience desirable.
State/local government experience preferred.
AICP designation desirable.
Certified Zoning Administrator (CZA) or Certified Zoning Official (CZO) credential desirable.
