Bellevue Utilities is looking for an Assistant Director to join the department's award-winning team to lead its Resource Management and Customer Service Division.
This position is a member of Bellevue Utilities executive team and co-leads the department in achieving its strategic, operational, and financial goals. This position oversees an annual operating budget of $190 million and is responsible for ensuring the department exercises fiscal stewardship and positions for long-term financial sustainability, customers are provided a high level of service, and technology systems are in place to support successful operations of the department.Leadership:
- Work with the director, deputy director, and other division assistant directors to co-lead the department.
- Establish and maintain a working environment conducive to positive moral, individual style, quality, creativity, and teamwork.
- Develop department policies and recommend policy options for department and city management, and city council.
- Plan, develop, and implement programs to achieve target outcomes and priorities.
- Oversee development and implementation of the department's biennial operating and capital budgets and rates.
- Provide leadership and direction in development of short- and long-range financial plans and studies.
- Prepare and present budget and financial materials to community organizations, advisory boards, and city council.
- Oversee the department's financial operations.
- Oversee utility billing functions.
- Oversee customer service channels.
- Oversee utility rate assistance programs.
- Oversee and provide guidance on the department's business systems planning, implementation, and support.
- Oversee management of the city's collection vendor contract for garbage, recycling, and composting services, and related outreach.
Knowledge, Skills, Abilities and Competencies
- Knowledge of budget and accounting principles, practices, and procedures as applied in a large organization.
- Ability to:
- Express oneself clearly and concisely, orally and in writing.
- Interpret legislation, rules, and regulations.
- Plan, supervise, and coordinate long range technical and administrative programs.
- Address civic organizations or other public or private groups on subjects relative to utility programs and projects.
- Establish and maintain effective working relationships with department employees, other city departments, community officials, citizens, and state and federal officials.
- Prepare new rules and regulations.
- Plan, assign, review and supervise the work of direct reports.
- Understand the city's political environment and sensitivities and function effectively within that environment.
- Provide leadership, counsel, motivation, and constructive performance reviews to staff, securing their respective commitments to the department's goals.
- Graduation from an accredited four-year college or university with a degree in business, finance, or other related field; an MS or MPA is preferred.
- Eight or more years of progressively responsible leadership and financial management experience.
- Or any equivalent combination of education, experience or training that provides the required knowledge, skills, and abilities.
