Job description

Churchill County, a vibrant, rural community of approximately 25,000 residents in northern Nevada, has a career opportunity for someone who is looking to grow and to help lead the county forward. The Assistant County Manager/Human Resources Director is a new position, working alongside the County Manager to help achieve the directives of the Board of County Commissioners and the County Manager. The position will assume the direction and functioning of the Human Resources Department while the outgoing Human Resources Director retires. The duties of the position will include administering appointed departments as directed by the county manager, management of grants, and providing assistance and support to the County Manger and making decisions and recommendations.


Churchill County has over 300 employees (240 of them year-round, regular employees), providing a variety of services to the community. The HR Department is currently composed of the Assistant Manager/HR Director and one support staff position; there are hopes of adding a third position, an HR Analyst-type position, in July of 2024. The County Manager oversees 15 appointed department heads and reports to an elected, three-member Board of County Commissioners.

Consider working for Churchill County! The county pays 100% of the retirement contribution to PERS on your behalf (33.5% over and above your wage, equivalent to $42,800/year). The county pays 100% of the employee-only health insurance premiums (equivalent to $11,050/year). AND you will not have Social Security taken out of your paycheck, which results in an additional 6% take-home pay (equivalent to $7,600/year). Nevada also boasts no State income tax, resulting in more take-home pay! The county also provides $50,000 of term life insurance, which the employee can increase if they want to.

POSITION SUMMARY:

Under administrative direction of the County Manager, position is responsible for planning, coordination, and direction to specified County operating departments and functions as assigned by the County Manager; provides policy guidance, strategic planning, and program evaluation to appointed managers; provides assistance and support to the County Manager in making decisions and recommendations regarding the overall operations of the County; fosters cooperative working relationships with the Board of County Commissioners and represents the County in dealings with public officials from other jurisdictions, representatives of private industry, and members of the general public; the position also directs and administers the County's Human Resources staff, programs, and activities, including personnel management and labor relations, classification and compensation, training and development, health and wellness, benefits administration, EEOC, policy development, and risk and liability management programs.


DISTINGUISHING CHARACTERISTICS:

This position is responsible for assisting the County Manager in the overall management of Churchill County and for the supervision of management staff and management of Churchill County resources consistent with the administrative and policy direction of the Board of County Commissioners. An employee in this position is unclassified and "at-will," serving at the pleasure of the County Manager. This is a fully experienced position, and the employee is able to perform the full range of duties of the position.

  • Demonstrates regular, reliable, and punctual attendance.
  • Provides supervision, policy oversight, and organization leadership for a group of County Manager-assigned departments to coordinate their efforts towards the achievement of their departmental objectives and the objectives of the County as a whole; implements policies and monitors departments to ensure efficient delivery of services, consistency with County practices, and adherence to the County's long range plans; counsels department management and supervisory staff regarding operational and management issues and recommends alternate solutions; acts as the County Manager in the absence of same.
  • Works with the County Manager and Department Heads and Elected Officials in planning, organizing, coordinating, and implementing programs on matters that affect assigned areas of responsibility.
  • Directs the preparation of and recommends long-range plans for County funding and service provisions and directs the development of specific proposals for action regarding current and future County needs; plays a key role in the development and implementation of strategic plans; confers with and advises the County Manager on specific issues and programs; directs the development of management systems, procedures, and standards for program evaluation, and monitors developments related to specific service areas.
  • Manages assigned department personnel by evaluating and analyzing department issues, and recommending and implementing solutions; participates in the interview and hiring process, as well as the training of new employees; develops staff skills; listens and responds to employee problems, concerns, and complaints and suggests solutions that may rectify the situation; prepares performance evaluations, discusses performance with assigned staff, and counsels employees concerning performance improvements. Represents the County and the department in meetings with various departments, committees, other intergovernmental agencies; trains County staff in various budget and financial matters.
  • Fosters cooperative working relationships and works closely with the County Manager, Board of County Commissioners, department managers, public and private organizations, and citizen groups in developing programs and implementing projects to solve problems related to County services and to provide technical assistance, directly or through subordinate staff.
  • Oversees the day-to-day operational activities and staff of the Human Resources office to include recruitment and selection, compensation, benefits, collective bargaining, labor and employee relations, contract management, EEO, training and development, risk management, workers' compensation, and regulatory compliance.
  • Develops, writes, and interprets personnel policies, procedures and other administrative regulations; responds to inquiries and recommends resolution of Human Resources issues, complaints, and legal actions; identifies legal requirements and government reporting regulations and ensures compliance; represents the County at personnel-related hearings and investigations.
  • Provides advice and counsel to the County Manager and senior management on human resources management practices, emerging issues among managers and employees, and changes in employment law and regulations; oversees resolution of employee disciplinary issues and employee complaints.
  • Oversees compliance with bargaining unit contracts; works as a member of the negotiation team, with respect to employee/employer relations and other matters of collective bargaining; conducts grievance hearings and investigations and advises management in appropriate resolution of employee relations issues.
  • Oversees classification and compensation studies and analyses; oversees personnel records, job audits, and allocates positions to the proper salary range, subject to administrative and Board review; develops and administers salary administration program to ensure compliance and equity within the County; administers performance review program to ensure effectiveness, compliance, and equity within the County.
  • Initiates and conducts investigations into potential policy and/or legal violations; composes investigative reports and recommends corrective actions/resolutions.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Education and Experience:

Bachelor's Degree in Public Administration, Business Administration, Human Resource Management or closely related field; AND seven (7) years of public administration or business management experience; OR an equivalent combination of education, training and experience.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Nevada Driver's License.
  • Human Resources Certification - PHR, SPHR, SHRM-CP, or SHRM-SCP - obtained within 12 months of employment
