Summary

The primary purpose of this position is to support the Cambridge Housing Authority by providing technical and administrative work involving all major and minor renovation work performed by the Cambridge Housing Authority (“CHA” or “Authority”). Incumbent is responsible for the administration of construction and consulting contracts insuring that the work is performed to specifications. The Assistant Contract Administrator supervises other consultants, tradesmen and contractors assigned to the renovation team, to ensure quality results are achieved.

Education and/or Experience

High School Diploma or equivalent and a minimum of two years experience in contract compliance, construction, architectural design, contract administration, specification writing or related activities is required. A Bachelor’s Degree is preferred. Working knowledge of the Massachusetts Building Code Chapter 149 is highly desirable. Must have valid Massachusetts driver’s license and be insurable under CHA policies. An equivalent combination of education and experience may be considered.

Technical Skills

To perform this job successfully, an individual should have strong computer skills (MS Word, MS Excel, MS Access, and MS Outlook). Ability to learn other computer software programs may be required by assigned tasks.

Essential Duties and Responsibilities

The below statements describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Manages awarded contracts by conducting meetings, approving submittals, conducting site inspections, amending work specifications, processing contractor requests for payments and/or change orders, performing quality control inspections and processing contracted work for final approval and acceptance
  • Assists Contract Administrators, Construction Managers, and Senior Contract Administrators in managing large modernization Construction Projects administering specific elements of the overall project working in a team environment.
  • Manages contracts of architectural consultants hired by the Authority during the construction administration phase of assigned projects
  • Evaluates and makes recommendations on contract proposals, work performance, references, etc. for renovation work according to the Massachusetts general laws and applicable building codes
  • Prepares written recommendations for award of contracts, change orders, close-out of contracts and other matters
  • Supervises Construction Inspection staff as assigned
  • Attends meetings with other CHA staff and tenants to obtain input during the planning phase and construction of the renovation project
  • Performs other related duties as assigned

The employee works in an office environment (with moderate office noise) as well as in the field.
