Job Announcement
Manages and coordinates commercial building Maintenance Projects; plans, monitors, schedules, and budgets, the work of vendors and/or construction contractors carrying out a portfolio of maintenance and small construction projects.
Develops project scope of work. Reviews work for compliance with federal, state and county codes. Provides quality control oversight for work in progress and ensures work meets budget, timeline and operational needs; ensures that required field inspections are conducted to verify compliance with Virginia Uniform Statewide Building Code, as well as other Commonwealth laws and regulations relating to construction projects. Identifies conflicts in construction process, evaluates possible solutions and their impact and communicates for immediate resolution. Develops estimates and verifies invoices for payment; participates in contract administration and negotiations. Reviews details of project documents, drawings, and specifications to make sure all requirements are met. Continuously monitors and documents vendor and contractor field performance. Ensures complete and accurate project documentation; prepares reports, studies and evaluations on contracts and bid documents. Administers blanket purchase orders for maintenance and repair contracts. Plans, monitors, schedules, and coordinates the work of vendors and contractors carrying out repair, preventive maintenance and minor improvement projects and performs related duties as required. Works under the direction and supervision of the immediate supervisor and/or the Division Director of Operations and Maintenance.
Note: This position is considered emergency essential. Flexible working schedule is required as well as overtime, call-back, and on-call.
Required Knowledge Skills and Abilities

Knowledge of topographic and construction surveying;
Knowledge of common methods and equipment used in building, maintenance and
facility Construction and of inspection methods used in reviewing such work;
Knowledge of the principles, practices and techniques relating to construction project
management and contract administration;
Ability to learn Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Ability to learn the Fairfax County Purchasing Resolution;
Ability to review construction documents and proposals for cost evaluation and
compatibility with County standards, guides and operational needs;
Ability to meet and interact with the public;
Ability to communicate effectively both orally and in writing;
Ability to prepare technical reports and to present findings in a clear and concise format;
Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.
Employment Standards
MINIMUM QUALIFICATIONS:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus one year of experience in construction, building Maintenance Projects, code enforcement or inspection work.
BRIDGE CLASS EMPLOYMENT STANDARDS:
Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance, or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or Construction and Maintenance contract oversight or supervision.
The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trades' supervision, paraprofessional technical, inspection and related fields to professional level project management work.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
This position is considered "essential personnel" and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
  • Three years of experience managing commercial building Maintenance Projects as an assistant Project Manager or as a Superintendent.
  • Three years of experience with technical knowledge of the operation and Maintenance of commercial building critical building systems (mechanical, electrical, plumbing, life safety and building envelope).
  • Three years of experience developing and managing commercial building electrical, plumbing, HVAC, life safety, elevator, and building envelope contracts and associated documents and documentation.
  • Three years of experience managing commercial building critical sub-system maintenance contractors and contracts.
  • Demonstrated strong familiarity, experience, and technical knowledge of commercial building electrical, life safety, envelope, plumbing, conveying and associated trades and systems with oversight of Maintenance Projects and contracted maintenance programs in low-rise, mid-rise, and high-rise buildings.
  • Good verbal and written communication skills.

PHYSICAL REQUIREMENTS:
Dexterity to use hand tools. Must be able to access facility equipment and equipment rooms. Must be able to communicate by phone and email. Must be mobile. Ability to climb ladders, access tight spaces, crawl, reach, lift and push up to 25 pounds. Vision to see detailed drawings, Construction and discern color. All duties performed with or without reasonable accommodations.
