The hiring unit has established the following internal cut-off dates for this Job Control:

• March 12 & 26, 2024

Under broad administrative direction of the Research Scientist Manager (RSM), the Research Scientist Supervisor II (RSS II) will serve as an Assistant Branch Chief for Program Administration. The incumbent will supervise AHB staff that research, develop, and manage the AHB Science, Technology, and Analysis Section as well as the AHB Disease Mitigation and Surveillance Section. These sections and their respective species specific programs contain the program specialists and scientific support staff who develop and monitor the prevention, surveillance, and mitigation programs and policies related to animal health, food safety, and zoonotic diseases in California. The incumbent will serve as a lead and technical specialist representing the Department and coordinating with national and international stakeholders and partners. pertaining to zoonotic disease investigations and monitoring, as well as coordinate with local, university, state, and federal staff working with California's agricultural animal population.
The Animal Health Branch is advertising to fill our Assistant Branch Chief: Program Administration with duties including but not limited to:
Oversight and Management of Statewide Animal Health Programs
• Provide leadership and direction on activities of the Science, Technology, and Analysis Section and the disease Mitigation and Surveillance Section and the respective animal health programs to administer the provisions of the Food and Agricultural Code and associated regulations, policies, and procedures related to animal health, emergency management, food safety, special programs, and administrative functions
• Research, evaluate, and develop program goals, objectives, and plans to facilitate and ensure effective implementation of statewide preparedness, surveillance and mitigation programs that detect and respond to livestock or poultry disease outbreaks or natural disasters
• Coordinate with the Emergency Preparedness and Response Section management team on the development of policies and strategies pertaining to preparedness and response plans for livestock or poultry disease outbreaks or natural disasters
• Provide oversight and input in developing external grant applications related to livestock, poultry, and emergency preparedness and response
Special Projects/Program - Statewide Technical Guidance and Expertise
• Serve as a lead and technical specialist on one or more special projects or programs including, but not limited, to livestock biosecurity, emerging diseases, one health and zoonotic diseases, livestock industry liaison, laboratory liaison, and/or national/international disease control liaison

Working Conditions
The duties of this position are mostly conducted indoors, however incumbent may occasionally be required to work outside and under difficult conditions.
Travel (including nights, weekends, and holidays) for short or extended periods is required for meetings and events as well as during an emergency response. Travel on short notice may be required upon activation for emergency response. During emergency response periods, duties may require working long shifts at hours other than the normal work hours.
The incumbent must follow CDFA, Division, and Branch employee health and safety policies.
Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFAs Telework Policy. Any employee who is teleworking must adhere to all telework policies and procedures.
Indoor activities may include:
• Working in livestock facilities at various locations including salesyards and milking parlors
• Working in an office or cubicle, sharing an office or cubicle, or teleworking according to the Department Telework Policy
• Operating a computer with various software programs, including e-mail and word processing
Outdoor activities may include:
• Working in livestock facilities at various locations including saleyards and milking parlors
• Inspecting livestock at farms, ranches, and saleyards or other livestock facilities
The incumbent may encounter:
• Confrontational, unfriendly, or irate individuals
• Quickly moving heavy gates
Depending on the task, the incumbent must be able to spend significant amounts of time:
• Moving, sitting, or bending
• Typing or working on a computer
The incumbent must be able to:
• Move or transport up to 25 pounds
• Drive long distances (up to 8 hours) to reach destinations

Department Information
As part of the California Department of Food and Agriculture (CDFA) and the Animal Health and Food Safety Services (AHFSS) Division, The Animal Health Branch (AHB) functions as California's organized, professional veterinary medical unit to protect public health, animal agriculture, and the economy from catastrophic animal diseases and other related health and agricultural problems. AHB addresses livestock diseases and issues that require statewide coordinated resources; implements programs that protect public health and animal agriculture; and ensures the availability, affordability, and wholesomeness of food.
Special Requirements
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
