The Analyst Programmer 2 serves as the keystone resource for the functional implementation, maintenance and refinement of Degreeworks and other software programs needs vital to Registrar office operations. The position requires strong logical and systematic thinking, conscientious attention to detail, and dedicated problem-solving skills. Provides software/programming support and solutions to the business/data departments of Eastern Oregon University. Provides consultative support to students, staff, and faculty to enhance the use and access of technology and information systems. Understand the value of testing coding and upgrades before moving them to production.
The Analyst Programmer 2 serves as the essential person of the registration and record keeping processes at Eastern Oregon University. The position assists the registrar in the tracking and documentation of student progress for over 3000 students per term who choose EOU as their higher education institution to reach their personal and professional goals and dreams.

Responsibilities
Programming
Acts as the programmer for the Registrar's Office to write or modify computer programs; tests database queries/modifications to verify accuracy and completeness; evaluates system failures and makes corrections to data, programs, or operating system language as required. Database systems, programming languages, and reporting tools include, but are not limited to Ellucian Banner Information Systems, SQL, Oracle, Java, MS Access & Excel, and desktop computer system interaction and related application software. Will work extensively with the student information systems including Ellucians Banner system and Degreeworks. Will be primary support on various software solutions including; Banner Student, Banner Job Submission, Degreeworks, Ad Astra, Millenium Fast and other systems as assigned. Will be secondary support on various software solutions including; Slate, EAB Navigate, Canvas, and other systems as assigned.
Works with Ellucian support for all student system questions and concerns. Submits tickets on behalf of the registrar's office, advisors, and other departments as needed for concerns regarding student registration, degreeworks, system pre-requisites/co-requisites, and general student system functions. Reviews all student system updates before any regular system upgrades are implemented. Works with Ellucian support for any system testing before upgrades to the SIS or degreeworks are implemented into production. Consistently reads through Ellucian manuals, technical documentation and ecommunities for system use and accurate use in the system for system changes and updates.
Systems Analysis and Design
Systems Analysis: Meets with end users to collect and analyze information requirements; evaluates existing automated and manual systems; assesses feasibility and aids in the evaluation of alternative design approaches. Writes KB training articles and tutorials to help EOU faculty and staff navigate the systems where needed.
Systems Design: Designs data processing systems to satisfy organizational information requirements; evaluates existing data processing hardware and software systems; determines hardware and software requirements; prepares program specifications and designs application system programs; participates in walk-throughs to evaluate systems or programs designed by co-workers; and plans conversion and installation of data processing systems.
User Support
Provides daily user support to the registrars office, advising and other campus offices to resolve systems and database errors, restrictions, and other problems. Performs other duties as assigned by acting as the programmer for the Registrar's office. Creates and updates training documentation as programs change or are modified. Routinely trains EOU staff and faculty on how to use current and new programs so they are more effective in using EOUs available systems.
Minimum Qualifications
  • Associates degree in Computer Science or Bachelor's in Business or related field; and
  • 2-3 years programming with Scribe or similar languages.
  • Knowledge and use of Microsoft Office products.
  • Ability to interpret policies and procedures, and to exercise sound judgment in decision-making.
  • Must understand and apply appropriately Family Education Rights and Privacy Act of 1974 (Public Law 93-380).
  • Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Eastern Oregon University will not sponsor applicants for employment visas.

Preferred Qualifications
  • Previous experience and Knowledge of Banner SIS and SSB, Navigate, Slate and Degreeworks.
  • Problem solving in context of Banner software, productivity and user support.
