Job Summary
Job Title: Oracle Programmer Analyst
Location: Salem, Oregon
Job Duties: Work directly with stakeholders from all City Departments to analyze business requirements and processes for technology solutions. Install, upgrade, troubleshoot and maintain Oracle E-Business Suite for HRMS and financial applications in a UNIX/LINUX environment. Assist customers with issues related to software and databases including application modules, reports, software administration, upgrades, development and support for custom applications, and interfacing. Analyze and evaluate requests for application, service, information system enhancements or replacements and make recommendations. Analyze current and projected data needs, resources and system performance to help plan new or modify current applications. Design, implement and manage projects to meet user specifications and meet projected milestones. Lead and define projects of moderate scope including: cost and benefit, timelines, tasks and resource planning, QA tools/techniques; compile statistics and write reports on project status or system functioning. Develop training materials and user manuals and present information for developed applications. Troubleshoot and rectify computer software problems, debug programming, application flow and design issues. Determine methods of integrating new programming code into existing programs to meet user needs. Develop program interfaces between enterprise level applications.
Requirements: Master's degree or foreign equivalent in Computer Science, Computer Engineering, Information Science, Management Information Systems, Business Administration or a related field, plus 1 year of experience in position offered or related occupation performing business process analysis, application design and computer programming using Oracle Financials/HRMS E-Business Suite applications operating on a UNIX/LINUX platform working with Oracle databases.

Bachelor's degree or foreign equivalent in Computer Science, Computer Engineering, Information Science, Management Information Systems, Business Administration or a related field, plus 3 years of experience in position offered or related occupation performing business process analysis, application design and computer programming using Oracle Financials/HRMS E-Business Suite applications operating on a UNIX/LINUX platform working with Oracle databases.
Must have 1 year of experience in the following:
Must be willing to take and pass Criminal Justice Information System (CJIS) clearance after hire.

Must have 1 year of experience in the following:
- Project management for small to medium sized projects.
- Using methods and techniques of business process redesign, application analysis and design, data modeling, and using development tools, including advanced SQL and PL/SQL application programming.
- Using principles of systems applications programming, program documentation procedures, and fundamentals of systems design, including integrations between a variety of applications across multiple platforms.
- Evaluating customer information technology requirements to design, develop, and implement comprehensive system software projects to meet user specifications using a variety of languages including Java, Oracle Application Framework, and Oracle APEX.
- Developing UNIX scripts to be executed via a CRON job and/or by a manual execution method.
- Creating, customizing, maintaining, and administering Oracle forms and reports with Oracle E-Business Suite, Noetix views, Discoverer and BI Publisher reports and templates.
- Evaluating, implementing, designing, developing, testing, installing, troubleshooting, maintaining, upgrading or creating a variety of software applications, ideas, relationships, systems or products.
- Establishing effective working relationships with customers, vendors, team members inside and outside the organization, fellow employees, and the public.
