DESCRIPTION
About the Position
Lane County is seeking a Programmer Analyst II to directly support the Public Works department in leveraging complex organizational data to enhancing key performance indicators and driving business process improvements. This role requires expertise in data engineering, encompassing extraction, transformation, loading, integration, and consolidation of structured and unstructured data systems to build analytics solutions. Reporting to the Office of Data & Analytics, the Programmer Analyst II collaborates closely with analysts to support data access for dashboard development and KPIs for with Public Works divisions including Engineering and Construction Services, Land Management, Parks, and Road Maintenance.
Responsibilities:
  • Work with stakeholders to identify data needs and develop solutions to meet functional and non-functional business requirements.
  • Design and implement data pipelines for optimal extraction, transformation, and loading of data from a wide variety of data sources using Microsoft SQL Server, .NET, Power BI, Dataflows, Azure and other technologies.
  • Work with stakeholders and data stewards on data-related technical issues and ensure data is accurate, consistent, and accessible.
  • Develop and maintain data models and database schemas to ensure efficient data storage and retrieval.
  • Build and support data cleansing, enrichment and quality improvements.
  • Develop and maintain documentation for data infrastructure and processes.
  • Effectively communicate with stakeholders of varying levels and technical abilities
  • Other duties and projects as assigned.

Schedule: Monday - Friday 7:00 am - 4:00 pm or 8:00 am - 5:00 pm.

QUALIFICATIONS
Training:
  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in computer science or a related field.

Experience:
  • Two years of programming experience that demonstrates an increasing level of software systems expertise.

An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying. An example would be 6 years of programming experience that demonstrates an increasing level of software systems expertise.
Special Requirements:
Ideal candidate will have the following skills & experience:
  • Experience in data engineering, with a focus on writing and maintaining ETL/ELT code, building data pipelines, and data warehouses.
  • Proficiency in Python or another scripting language.
  • Strong understanding of relational databases with advanced working knowledge and programing proficiency in SQL. Experience working with SQL and NoSQL databases, such as PostgreSQL, MySQL, MongoDB, or Cassandra.
  • Experience with cloud-based data storage and processing platforms such as Microsoft Azure.
