Job Description
The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

Under the direction of the Agency Chief Contracting Officer, Chief of Staff/Executive Deputy Commissioner for Administration, and with broad latitude for independent and un-reviewed judgment, action and decision making, the incumbent is responsible for directing and managing agency procurement and contract functions in accordance with the New York Charter and Procurement Policy Board Rules.
Duties will include but are not limited to:
-Plans, develops, and manages the agency's scientific, medical, and operational procurement activities involving the acquisition of goods, services, and construction to maximize value and ensure uninterrupted forensic operations.
-Serves as principal advisor to senior agency staff; provides technical and policy directives and direction on all aspects of procurement; develops and disseminates all agency procurement policies, processes and best practices
-Ensures that the planning and implementation of agency procurement activities are in compliance with chapter 13 of the city charter and with the rules of the procurement policy board.
-Manages Director of Small Purchasing and Director of Contracts; oversight management through these Directors in the supervision of purchasing staff; identifies training needs and works with New York City Procurement Training Institute and MOCS to develop training programs for agency procurement staff.
-Manages Materials Management; oversight management through Director of Materials Management supervision of purchasing staff; identifies training needs and works with New York City Procurement Training Institute to develop training programs for agency procurement staff.
-Develops agencywide policies alongside the Chief Diversity Officer and MWBE Officer to ensure the success of the MWBE program
-Works alongside the agency General Counsel to develop boilerplate contracts
-Develops procurement, contracting policies, boilerplates and procedures for the agency within allowable guidelines; proposes modifications of rules and guidelines and uses critical judgment and subject matter expertise to find solutions to procurement challenges
-Ensures that agency procurement program is administered so that user needs are met in a timely fashion, quality of goods, services and construction procured is maintained, emergency needs are met and procurement difficulties are resolved.
-Advises and makes the best possible recommendations to the Deputy Commissioner for Administration with respect to public contract hearings, disputes with contractors and other procurement related matters.
-Directs the procurement and contract award and administration process; in consultation with the agency head and direct supervisor including; preparation and issuance of specifications; solicitation of competitive and non-competitive bids and proposals; negotiation of terms and prices with contractors; approval of contracts, contract changes and modifications.
-Delegate authority to make and implement procurement/contract decisions.
-Acts as the oversight lead and Chief of Disaster Procurement Operations cell in a declared emergency and embeds into the emergency chain of command structure
-Ensures procurements at the Disaster Procurement Operations cell are in line and with consideration of FEMA requirements for facility in reimbursement
-Other duties that facilitate division operations as assigned.
Qualifications
1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
SPECIAL NOTE:
Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
