DUTIES DESCRIPTION:
Under the direction of a Contract Management Specialist 2, the incumbents will administer contracts and procurements for community-based mental health services within the Office of Financial Management, Community Budget and Financial Management Group. These positions will be assigned to the Contracts and Claims Section. Specific duties to be performed may include, but are not limited to the following:
- Develops contract documents for contractor review and submission prior to final execution;
- Track the status of contracts and provider electronic budget submissions for compliance with NYS prompt contracting requirements, compiling summary data for principals;
- Oversee Issuance of Prompt Contracting suspension notices to providers with outstanding contract documents to facilitate timely payment to providers;
- Compile data and prepare annual Prompt Contracting Report;
- Reviews, submits, and tracks the final contract documents to the Attorney General's Office and OSC for execution, addressing inquiries and concerns as needed;
- Responsible for completing amendment reconciliation worksheets required for amendment contracts submitted to OSC;
- Create and update contract team procedures as needed;
- Maintain and organize contract information and workflow using the Contract Team Tracker;
- Oversee archiving of financial records in accordance with OMH’s record retention policies;
- Facilitate Requests for Proposals (RFPs), and other related procurement documents, as needed.
- May supervise lower level positions assigned to the contract team;
MINIMUM QUALIFICATIONS:
Contract Management Specialist Trainee 1: Bachelor’s Degree or higher.
Contract Management Specialist Trainee 2: Bachelor’s or higher degree AND one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1: Bachelor’s or higher degree AND two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Additional Comments: Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. The number of permissible telecommuting days for each employee will be determined by the current work demands/assignments, as well as program operational needs and employee performance/productivity, but may not exceed 50% telecommuting in a two-week payroll period.
The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
- $47,925 (Trainee 1- NS equated to SG-13)
- $50,678 (Trainee 2- NS equated to SG-14)
- $63,108 (Full Performance level SG-18)
