Basic Function
HF Sinclair located in Anacortes, WA is seeking an Advanced Process Control& Optimization Engineer. This position is responsible for the identification, development, implementation, and monitoring of APC strategies to improve the refinery's safety, profitability and efficiency.
Job Duties
ESSENTIAL JOB DUTIES/RESPONSIBILITIES (functions considered essential as defined by ADA):
  • Identify, justify, develop, implement and monitor advanced control strategies that improve refinery safety, profitability and efficiency. Applications are implemented using computer multivariable control software (Yokogawa PACE) and are integrated to DCS.
  • Developing a working knowledge of PACE application is a key responsibility.
  • Provide day-to-day support for Process Control related issues that impact unit operation
  • Identify opportunities and develop Advanced Process Control (APC) applications
  • Maintain, troubleshoot and document existing advanced controls to maximize performance
  • Perform monthly performance metric reporting for Advanced Process Control application
  • Provide advice, training and present developing initiatives in Advanced Process Control
  • Provide site support for APC during off-hours as needed. Remote support is allowed but presentation to site is required if problems cannot be resolved remotely.
  • Participate in periodic (approx. 7 weeks per year) general rotating Process Control off-hours support duty, acting as 1st-line responder during these weeks. Remote support is allowed but presentation to site is required if problems cannot be resolved remotely.
  • Identify and develop new control applications by utilizing emerging technologies
  • Work closely with process and Process Control Engineers, economists, production specialists, operators, and other groups.
  • Participate as needed in plant Process Safety Management, by supporting Process Hazard Analysis (PHA), action item follow-up and PSSR (Pre-Startup Safety Reviews)
  • Use statistical methods to develop process inferentials for use in advanced controls

Special assignments or tasks assigned to the employee by their manager, as determined from time to time in their sole and complete discretion.
Experience
  • 10+ years of experience with APC (step testing, modeling, commissioning, and day-to-day support in a refining environment) is required.
  • 10+ years of experience with DCS control strategies and integration of APC to DCS control is required.

Education Level
  • BS Degree or MS Degree in an engineering discipline is required.

Required Skills
  • Proficiency in the development of all APC related deliverables; including step testing plans, working with production department and other stakeholders to develop APC program, model identification, management of change process, implementation of APC on live units, provide operator training, monitoring of APC to determine model performance, update P&IDs, develop documentation for APC for each unit, etc.
  • Proficient in use of at least one current APC package/technology. Experience with Yokogawa PACE will be a strong advantage, but not required.
  • Thorough understanding of DCS control strategies and integration of DCS and APC. Experience with Honeywell Experion and/or Honeywell TPS DCS systems will be a strong advantage, but not required.
  • Advanced ability to stay abreast of new technology developments and processes and apply knowledge analytically.
  • Strong knowledge of Microsoft Office products (e.g., Access, Word, Excel, PowerPoint) and commonly used engineering concepts and experience with engineering software.
  • Familiarity with standards and practices of the specific discipline.
  • Strong ability to communicate effectively with others, both written and verbal communication, advanced reading and writing skills, effective communicating with all levels of the organization.
  • Able and comfortable performing advanced mathematical calculations, extensive use of data to discern problems and develop improvements.

Supervisory/Managerial Responsibility
  • Occasional, ad hoc work-group leadership is expected.
  • This position does not include any formal supervisory responsibilities.

Work Conditions
Office and plant based with up to 20% travel by land and air required. Petroleum refinery, warehouse/plant environment, and out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, wet and/or oil contaminated conditions, at both below grade and elevated positions, and working in confined spaces. Subject to all temperatures, weather and varying road conditions.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.
This position has a salary minimum of $89,200.00 and maximum of $195,100.00.
