Position Overview

The Administrator of the Residential Treatment Home provides all aspects of daily managerial oversight to ensure the program is successful and maintained and operated in compliance with all applicable federal, state and local laws and regulations, including OAR 309-035-0125. The Residential Administrator is responsible for maintaining current personnel, resident, and program records, including accounting and facility funds, training and activity records, and medical and health supports.

The Residential Administrator supervises and evaluates staff and is responsible for staff scheduling and training to ensure adequate resident supervision and support. They must be knowledgeable about personnel policies, OAR’s, and the applicable rules and standards of other regulatory agencies such as OSHA, BOLI. Work is primarily preformed at the program, but they must also be reachable by phone for urgent or emergency purposes. This position is required to be on call at times, which can include working weekends or nights if there is a business need. 50% of time will be spent on floor interacting directly with staff and residents.

Additionally, the Residential Administrator collaborates with all organizational departments, outside consultants, state/county/city agencies, community partners and consumer groups.

Qualifications

Requirements

Must be eligible for Qualified Mental Health Associate (QMHA) registration. Eligibility required 1 of 3 below:

- Bachelor’s degree in Behavioral Science: Psychology, Counseling, Social Work, Human Development or related field

- OR minimum three (3) years of verifiable behavior health experience working with individuals with behavioral health needs in a supervised setting

- OR equivalent combination of behavioral science education in addition to satisfactory behavioral health experience and training

Preferred

-Master’s degree in Social Services, Psychology, Public Health or Business

-2 Years’ experience supervising a team of 12+ people.

Driving is an essential function of this position. The Residential Administrator MUST have a valid Oregon drivers license, maintain a good driving record & pass a DHS criminal background check.

Responsibilities

◦ Oversee the daily operation and maintenance of the program in accordance with OAR 309-035-100 through 190

◦ Supervise, train, and evaluate staff, provide re-training and evaluate staff performance.

◦ Track and determine appropriateness for all referrals, submit all required census and tracking reports within required timeframes, attend all meetings as requested and provide coordination with all stakeholders necessary for safe admissions and transitions.

◦ Oversee compliance of household monthly budget, resident room & board payments, petty cash, and facility accounts.

◦ Develop and administer written policies and procedures to direct the operation of the program and the provision of services to the individuals including:

o Ensure that qualified program staff are available in accordance with the staffing requirements specified in these rules;

o Maintain setting, personnel, and individual service records.

o Report regularly to the provider on the operation of the program; and

o Delegate authority and responsibility for the operation and maintenance of the program to a responsible staff person whenever the program administrator is absent from the setting.

o The Administrator shall develop and update policies and procedures and maintain a copy in a location easily accessible for staff reference and shall be made available to others upon reasonable request. They shall be consistent with requirements of these rules and shall address at a minimum the following:

§ Personnel practices and staff training;

§ Individual screening, admission and termination;

§ Fire Drills, emergency procedures, individual safety and abuse reporting

§ Health and sanitation;

§ Records maintenance and confidentiality;

§ Residential Service plan, services and activities;

§ Behavior management including the use of seclusion or restraints

§ Food Service

§ Medication administration and storage

§ Individual belongings and storage and funds

§ Behavior management and the use of seclusion or restraints

§ Individual rights and advance directives

§ Complaints and grievances

§ Setting maintenance;

§ Evacuation capability determination

§ Fees and money management

PHYSICAL & MENTAL DEMANDS

The physical and mental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

◦ While performing the duties of this job, the employee is regularly required to speak, hear and listen.

◦ The employee is frequently required to stand, walk, use hands to finger, handle, or feel, type, and reach with hands and arms; and requires the ability to occasionally push, pull, lift and/or carry supplies up to 20 pounds.

◦ Work takes place in a social services environment where long periods of sitting (1-2 hour blocks), working on a computer, walking to various work areas, going up and down stairs, and standing (2-4 hour blocks) are required.

◦ Travel to program sites and meetings outside the office and around the county are necessary.

◦ Able to work under stressful conditions, deal professionally with difficult people, handle multiple assignments with specific deadlines.

◦ Able to have appropriate interactions, with appropriate boundaries and professionalism

Mental efforts like attention to detail, interacting with others in-person and through email, using critical thinking skills to strategize, develop and implement business plans, create and edit documents, listen and participate verbally at meetings.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is normal. Residential Specialists work within a home-like residential facility. Residents must have a Mental Health diagnosis and may have other disabilities as well, many include single, formerly homeless adults who have limited support system, may struggle with chemical dependencies, veterans or have been affected by trauma. Working in a residential setting you will be in close proximity to the people we serve. This position is not eligible for remote work, it requires onsite work only.
