About the Position
This position performs difficult technical and administrative functions for the financial operations in the Emergency Medical Services (EMS) Billing Program. This will involve coordinating billing and collection services between the EMS Department, other internal County Finance Department personnel, and a contracted billing vendor. This position will develop and assist with the implementation and analysis of revenue related quality assurance processes, monitoring program impacts, generating fiscal reports and spreadsheets, and overseeing the EMS Department's Billing Compliance Plan. Will be responsible for monitoring of accounts receivable, adjustments, write-offs, refunds and other accounting related areas, to include reports developed by the billing vendor; develops and prepares a variety of program and statistical reports. Also provides guidance to EMS personnel, departmental leadership and other County staff regarding EMS transport services related to citizen billing issues and impacting client service.
Job Duties
- Acts as receptionist; greets visitors; answers telephone; provides information, answers questions and responds to inquiries or complaints; forwards calls to appropriate party; directs visitors to appropriate party.
- Assists the public with the completion of various records, applications, etc.; verifies completeness and accuracy of information; performs research; prepares and issues permits; coordinates with other departments and agencies.
- Types a variety of documents including correspondence, forms, reports, purchase orders, requisitions, meeting minutes, agendas and related documents, etc. where a knowledge of format and presentation is necessary; composes correspondence independently.
- Enters a variety of data into computer; checks and reviews a variety of data for accuracy, completeness and conformance to established standards and procedures; enters and retrieves sensitive and restricted information into computer system.
- Prepares and maintains a variety of office files, accounts and other records; complies information and verifies data.
- Receives, sorts, processes and distributes incoming and outgoing mail.
- Performs unit-specific tasks to support assigned department.
Position Qualifications
Thorough knowledge of standard office practices, procedures, equipment and secretarial techniques; thorough knowledge of business English, spelling and arithmetic; thorough knowledge of the organization and functions of the department and of general administrative policies and practices; ability to keep office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor; ability to establish and maintain effective working relationships with supervisors, associates and the general public.
Education, Experience and Supplemental Information
Graduation from a college or university with a major in accounting or business
and experience in a fiscal or accounting environment, preferable in a governmental operation; or an equivalent combination of education or experience. 2-3 years' experience in program
management, financial account maintenance, or EMS or healthcare insurance billing (preferred).
Special Requirements
- Valid North Carolina Driver's License.
- Must obtain National Academy of Ambulance Coder - Certified Ambulance Coder certification (NAAC-CAC) within twelve months of employment; with annual recertification and continuing education requirements;
- May require annual attendance at Ambulance Billing, Coding and Compliance Clinic (ABC3);
- Must maintain annual Health Insurance Portability and Accountability Act (HIPAA) compliance training certification;
- Must comply with background checks, which may include but are not limited to: Criminal History Check, License Verification Check, Office of Inspector General List of Excluded Individuals, National Sex Offender Public Website registry, and/or fingerprinting may be required.
