Basic Eligibility for a Position with the NRO

Where You Will Work
The Administrative Support Specialist will serve in a directorate or office or sub-organization within the NRO and is responsible for the administrative procedures for that organization providing a wide range of administrative services to assist in carrying out the NRO mission. The Administrative Support Specialist will serve as an administrative officer to a NRO Directorate and Office (D&O) or sub-organization. Based on knowledge of the organization's Director's priorities and views, independently plans and directs day-to-day operations of the office and staff. Provides high level administrative services to assist in efficiently carrying out the NRO mission. Provides a comprehensive range of office support, extensive scheduling and meeting/appointment coordination, tracking and monitoring of ongoing-projects and initiatives, and coordination of travel for senior leaders and executives. Schedules business and social events and prepares the Senior Leaders and Executives for meetings.

What You Will Be Doing
  • Participates in the management of daily support operations for the organization.
  • Support the organization through direct oversight of a variety of functions and projects across functional staff and organizational lines.
  • Directs staff actions and projects requiring coordination among staff elements.
  • Formulates policy and procedural recommendations, prepares recommendations for improvements and changes by directing staff activities to accomplish the senior leader's intent.
  • Plans, directs, and coordinates a team effort in responding to taskings from senior leaders and executives concerning operational issues, activities, and actions involving several organizations.
  • Establishes responsibilities and-time schedules.
  • Develops evaluation criteria and assigns specific portions of the overall project to functional specialists.
  • Coordinates the efforts of the team in evaluating the efficiency and effectiveness of current programs, feasibility of future programs, and development of planning efforts.
  • Evaluates and identifies potential problems and/or weaknesses and ensures corrective actions are taken to ensure mission accomplishment.
  • Ensures adequate internal control systems are developed and operative so that resources are efficiently and effectively managed.
  • Reviews correspondence from both internal and external sources including NRO Ds&Os, military services, their staffs, and the general public.
  • Reviews and analyzes related documents, hardcopy and via e-mail, to acquire information concerning the subject.
  • Obtains information from other sources, as necessary to analyze and evaluate documents as to intended purpose (style, manner of presentation, organization, and structure).
  • Conducts discussions and meetings with correspondence authors. Conducts extensive editing, researches, and uses a broad knowledge of functions and policies of the agency.
  • Serves as principal advisor to the organizational senior leaders and executives concerning administrative matters.
  • Works to address the needs of Administrative Support functions, providing counseling, overviews of the organization and its activities, and upcoming policy and procedural changes.
  • Carries out important assignments in preparing or directing the preparation of presentation materials on programs find matters of personal interest to the organizational senior leaders and executives, assuring coordination with policy and program officials, both civilian and military, with military services, and other agencies and organizations. Recommends action and strategies concerning such materials.
  • Keep abreast of new policies, procedures, regulations, directives, etc.
  • Presents and discusses a range of subjects such as resource management, logistics, personnel, Administrative Support functions, automation issues, etc.
  • Informs the organizational senior leaders and executives and staff of major issues and concerns and presents recommended solutions.
  • Directs the organizational senior leaders and executive's attention to potential problems of a highly visible nature and make recommendations to resolve them.
  • Implements approved policies, directives, and plans and coordinates the required management actions, and issues implementation instructions and guidance.
  • Reviews and evaluates policies for effectiveness and changes as appropriate.

What You Need
  • Knowledge of laws, rules, regulations, theories, principles, practices, and interrelationship of the following functions: financial, communications, history, public affairs, logistics, safety, manpower, civilian personnel and training, security, plans and programs, operations, and strategy analysis.
  • Knowledge of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies, and procedures.
  • Knowledge of NRO goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies in assigned functional areas; and knowledge of DoD and IC goals and objectives.
  • Skill in planning, organizing and participating in a team study work environment and to negotiate effectively for acceptance and implementation of recommendations involving resources and/or requiring changes in established procedures.
  • Comprehensive knowledge of grammar, punctuation, spelling and usage of the English language; and proficient skills in managing correspondence and proofing documents to ensure correctness of format, grammar, spelling, and punctuation.
  • Ability to analyze, plan, organize, and direct functions and mentor, motivate staff, and adjust work operations to meet program requirements and objectives within available resources.
  • Ability to communicate effectively, both orally and in writing, to resolve complex issues and maintain good working relationships to achieve stated positions or to make an adequate case for a particular strategy, which may or may not be readily accepted, but is the best solution to achieve the intended goal.

Desired Qualifications
  • Demonstrated understanding of the future NRO mission.
  • Experience supporting Intelligence Community (IC) and Department of Defense (DOD) Mission Partner activities.
  • Extensive knowledge and background of NRO, IC and/or DoD policy and management.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

**This position is a Entry Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. Hiring Incentives
The NRO may offer hiring incentives and other entitlements at management’s discretion.
Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
