SALARY:  The salary range for this position is $55,694.69 to $90,333.78 for Schedule A, and $55,694.69 to $85,817.10 for Schedule B.  For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The Essex Vicinage is seeking a self-starter professional to join the Municipal Division.  Under  the general direction of the Municipal Division Manager and or designee, the selected candidate will be responsible for reviewing and analyzing court cases, and practices, in accordance with existing laws, statutes, and court rules; communicate policies and best practices to municipal court judges and staff in a manner to encourage compliance; investigate court user complaints to offer appropriate resolutions to the Presiding Judge, Division Manager or Assistant Division Manager; conduct financial audits or municipal court cashbooks, bail accounts, and general fund accounts for accuracy and compliance to meet judiciary standards; interpret accounting and financial data to identify trends and areas for improvement; evaluate program or court performance to determine efficiency, effectiveness and offer adjustments to work processes or methods to increase organizational capacity; field visits and regular contact with municipal court administrators and staff; advise managers of court personnel issues, budgetary concerns, deadlines and regulations; act as a liaison and establish working relationships with divisions, vicinages or other outside organizations; and other duties as required.

REMOTE WORKThe Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.

Example of Duties

* Conducting mandatory on-site visitations and financial audits, and monitoring of municipal
   courts to evaluate procedural compliance with the New Jersey Rules of Court, Supreme
   Court Directives, laws and established policies and procedures governing the operation of
    municipal courts.
*  Reviewing municipal court budget proposals, identifying deficiencies and assisting courts in
    the preparation of the final budgets submitted to the Assignment Judge.
*  Monitoring case management.
*  Coordinate, schedule, moderate and conduct virtual sessions via Zoom an or TEAMS for
    virtual Medication Program.
*  Analyzing backlog.
*  Preparing backlog reduction plans.
*  Developing court consolidation/merger and withdrawal processes.
*  Establishing court workflow systems and procedures.
*  Reviewing and assisting with preparation of security plans.
*  Investigating and responding to customer complaints and inquiries.
*  Facilitating discussion among state, county and local officials.
*  Preparing written reports, presentations, non-routine correspondence and training.
*  Mentoring, coaching, training and motivating court staff.
*  Making presentation to judges, court administrators and support staff.
*  Providing technical assistance to municipal judges and court staff.
*  Developing, implementing and monitoring action plans for courts in crisis.
*  Working on multiple assignments, while ensuring effective time management and
    prioritization.
*  Participate as positive member of a professional team.
*  Provide excellent quality service to internal and external customers, including diverse and
   limited English proficient court users.
*  Maintain the confidentiality of division and court matters.
*  Serve as subject matter expert.
*  Knowledge of ATS/ACS, PCSam; ODR, eCourts; ZOOM and TEAMS would be helpful, not
    required.
*  Other duties as assigned. 

Qualifications

Graduation from an accredited college or university with a bachelor's degree and three years of professional experience in program development, program coordination, program analysis, program administration and/or administrative research.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Supplemental Information

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work:  US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
Special Note:  Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
