Description/Duties & Responsibilities
This position is primarily responsible for assisting in the administration, operations, monitoring, and reporting duties associated with the City of Santa Clarita’s efforts to comply with the National Pollutant Discharge Elimination System (NPDES) permit and associated regulations.
Duties and Responsibilities:
- Assists the Stormwater Administrator in the preparation of policies, programs, and studies involving water quality and stormwater resource management and ensures City-wide compliance with environmental laws and policies;
- Advises and assists City officials and departments on preserving and enhancing the City’s environment
- Assists in the coordination of compliance and official responses to environmental documents, reports, impact statements and existing environmental permits, including NPDES and MS4 Permits by monitoring, developing, and conducting environmental surveys, tracks data systems, and completing compliance documents and annual reporting;
- Assists in the research, application, and management of Safe Clean Water Program and other grant funds to design, construct, and operate projects to achieve and maintain environmental compliance and directly offset the City’s capital and general fund expenditures; tracks multiple funding sources
- Investigates and responds to alleged violations of environmental laws, regulations, and permit conditions; prepares documents for reporting violations, pollutant discharges and excess emissions
- May assist in the implementation of the City’s Drainage Benefit Assessment Area (DBAA) program in compliance with Proposition 218 and 1982 Act
- May be responsible for the coordination and implementation of outreach and events that support the City’s efforts to comply with the National Pollutant Discharge Elimination System (NPDES) permit and associated regulations
- Assists in the preparation of requests for proposal for outside services, including the consultant selection process and directs the work of consultants; reviews reports and specifications; reviews and processes vendor purchase orders and invoices
- Assists in the preparation of documentation needed for approval by the City Council, public commissions, and various government and regulatory agencies; ensures assigned projects comply with federal, state and local laws, regulations, and policies; may provide staff support to task forces and commissions
- Attends City Council, Commission, and other meetings as assigned
- Performs other duties as assigned
Education and Experience
- Bachelor’s Degree in Environmental Science, Political Science, Physical Science, Public Administration, or related field
- Experience in a municipal environmental field involving stormwater compliance is highly desirable
- Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
- Possession of, or ability to obtain, a valid Class C California driver license
Knowledge and Abilities
- Knowledge of advanced principles, practices, and methods of strategic planning and environmental program administration for a large municipal organization
- Knowledge of federal, state, and local laws; regulations; policies; standards; guides applicable to environmental compliance; and environmental permitting requirements and conditions, including monitoring and reporting requirements of the NPDES permit and MS4 Permit
- Strong analytical skills and the ability to analyze data, be an innovative and strategic thinker, and provide sound policy and procedural recommendations

As a City of Santa Clarita public employee, you may be called upon to work as a Disaster Service Worker (DSW) in the event of an emergency (in accordance with Government Code §§ 3100-3109). Before entering upon the duties of employment, all public employees, except those excluded by law, take and subscribe to an oath or affirmation set forth in the California Constitution, declaring them to be Disaster Service Workers in time of need.
This position is covered by an existing collective bargaining agreement between the City of Santa Clarita and Service Employees International Union, Local 721, AFL-CIO. If selected for this position, the employee will be bound by that agreement and may be responsible for paying applicable union dues. A copy of the Memorandum of Understanding will be provided upon hire.
Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
