JOB SUMMARY:
Under general direction, performs financial, governmental, and grants accounting functions according to
established procedures and regulations associated with municipality and fund accounting, performing related
work as required; including supervisory responsibilities for full-time and part-time positions.
ESSENTIAL JOB FUNCTIONS:
1. Ability to close funds and to review and approve funds closed by accounting staff, including analysis of
accounts for reasonableness, making adjusting/closing entries as needed and providing supporting
documentation and preparing financial statements for the Annual Comprehensive Financial Report
(ACFR). Includes preparing and reviewing City accounting and financial documents.
2. Ability to assist with internal and external audits by researching, analyzing, preparing, and reviewing
various schedules for auditors, including reviewing confirmations, analyzing and explaining fluctuations
between years, and providing other schedules as requested.
3. Ability to set up general ledger accounts and related worktags in the financial system to track financial
transactions, prepare financial reports for various external agencies and internal departments, monitor
and track financial activity in all funds;
4. Ability to provide assistance to departments who prepare their own reports, review and reconcile the
reports to the general ledger and activities, tracking requests and receipts for funds.
5. Ability to lead, manage, supervise and coordinate work flows for accounting staff members to ensure
departmental goals and objectives are met;
6. Ability to hire, train, evaluate personnel, schedule and assign duties and responsibilities to ensure all
objectives and deadlines are met;
7. Ability to review and approve reconciliations, journal entries, and other work prepared by the accounting
staff.
OTHER JOB FUNCTIONS:
1. Ability to study technical accounting pronouncements and apply those applicable to reconciliation and
adjustments necessary to correctly record general ledger accounts; including continuing education to
remain knowledgeable of all GASB statements and reporting requirements.
2. Ability to communicate with the public and all levels of City management to answer questions and provide
information;
3. Ability to access, input and retrieve information from the financial management system.
4. Ability to identify appropriate accounts, assign accounting distribution codes and prepare accounting
entries to record various transactions.
5. Ability to provide technical accounting assistance to City staff and assist in other activities and special
projects as needed or directed.
6. Ability to plan and prepare annual budget for the Accounting Division, manage expenditures accordingly,
and prepare quarterly budget analysis review.
7. Ability to set up new accounts, cost centers, and worktags in Workday system,
8. Ability to provide assistance to departments using Workday financials.
MINIMUM QUALIFICATIONS:
Knowledge,Skills and Abilities Required:
1. Knowledge of principles and practices of accounting and auditing, including GAAP, GASB, and
governmental finance.
2. Knowledge of municipal accounting and principles of public finance administration.
3. Knowledge of state and federal financial reporting requirements for grants. Knowledge of budgetary
development and controls.
4. Knowledge of modern office methods, procedures, and equipment including computerized accounting
systems.
5. Knowledge of continuous process improvement techniques and practices. Skill in data entry via computer
at an efficient speed and with few errors.
6. Skill in communicating ideas to all types of individuals orally and in writing.
7. Skill in reasoning abstractly using quantitative concepts and symbols. Skill in performing complex
statistical and bookkeeping activities and maintaining detailed records of that work. Ability to generate
and conceive new and innovative ideas or solutions to problems. Ability to operate a variety of office
equipment including, but not limited to a PC, calculator, fax machine, photocopier, scanner and
telephone. Ability to establish and maintain effective working relationships with other departments and
city employees.
8. Ability to research, analyze, and prepare statistical statements and reports. Ability to use a PC, utilize the
financial system, and use Microsoft Office products, Workday, and Kronos.
9. Ability to create and maintain detailed spreadsheets. Ability to work independently, prioritize and meet
deadlines. Ability to examine, analyze and verify accounts to determine proper entries as needed.
10. Ability to analyze accounting information, recognize errors and the corrective action required.
11. Ability to deal tactfully and effectively with fellow employees and the public. Ability to receive detailed
information through oral communications and to make fine discriminations in sound.
12. Ability to identify, evaluate, and respond to situations or problems in a timely manner. Ability to perform a
variety of physical skills including but not limited to grasping, holding items, seeing, sitting, sorting and
reaching. Ability to plan, organize and monitor subordinate employees' work assignments to accomplish
departmental objectives.
Qualifying Education and Experience:
Bachelor's degree in Accounting (or related). 5 years of related experience including a minimum of 2 years of
supervisory experience.
Certified public accountant certification and/or certified government finance officer certification preferred.
