Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America. San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park. Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Job Description


Under general direction, the 0931 Exams & Talent Acquisition Manager coordinates and manages all of REC's recruitment and selection activities, providing leadership, supervision and direction to REC's 12-person Exams & Talent Acquisition Team. The duties and responsibilities of this job include:

  • Planning, monitoring, evaluating, and supervising complex technical and specialized work in the areas of classification, recruitment, and examinations, and serving as primary resource for department staff on important technical and analytical problems.
  • Supervising and directing, including performance management and coaching to professional and lead employees performing professional-level human resources work in the areas of recruitment, selection, and human resources operations.
  • Responsible for the timely implementation of all recruitment, examination, and selection processes to ensure departmental staffing needs are met to support REC’s mission, programs, and goals.
  • Consulting with and advising management on the interpretation and application of the employment provisions in the Charter, Administrative Code, Civil Service Rules, Payroll & Personnel Services Division policies and procedures, DHR Citywide policies and procedures, and internal departmental policies and procedures.
  • Developing and implementing a strategic resource plan to improve alignment of staff and other resources in order to meet organizational needs.
  • Analyzing metrics, providing justification when needed, and making data-driven recommendations and decisions.
  • Responding to requests for information, consulting with and advising department management, consulting with City Attorney; representing department in other forums of inquiry, including the Civil Service Commission and the Mayor’s Office.
  • Developing and implementing established departmental or program policies and procedures.
  • Performing special projects related to the planning, research, development or implementation of a technical phase of human resources administration; prepares various memoranda.
  • Performing other related duties as required.

Qualifications


MINIMUM QUALIFICATIONS

  • Possession of a Baccalaureate Degree from an accredited college or university AND
  • Five (5) years of professional human resources experience in recruitment & selection, classification & compensation, and human resources operations of which three (3) years must have been supervising professional human resources staff members that perform difficult and specialized human resources work in the areas of recruitment & selection, classification & compensation, and human resources operations.

SUBSTITUTION:
Additional qualifying experience as described above in minimum qualification #2 may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.
Note: One year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week).

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience utilizing the principles and methods used in modern human resource administration, particularly those applicable to public agencies.
  • Experience designing and implementing organizational change strategies related to recruitment and selection activities.
  • Experience overseeing high volume, time sensitive, seasonal recruitment processes (400+ hires).
  • Ability to collect and analyze data on various HR metrics in order to make data-driven decisions.
  • Experience utilizing human resource administration software applications (i.e., PeopleSoft, Smart Recruiters, Workbench, JobAps, or similar).
  • Excellent oral and written communication skills, including making presentations to management and/or intradepartmental meetings.

SELECTION PROCEDURES
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire (Weight: 100%):
Candidates who meet the Minimum Qualifications will be sent a Supplemental Questionnaire designed to measure knowledge, skills and/or abilities required for this position. Responses to the questionnaire will be reviewed and rated by a panel of subject matter experts and is subject to verification.
A passing score on the Supplemental Questionnaire must be achieved in order to be ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Eligible List Duration: The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list resulting from this announcement may be used by other departments that also use this classification or a similar classification. Certification Rule:The certification rule for the eligible list resulting from this examination will be Rule of the List. The hiring department may conduct additional selection processes to make final hiring decisions.
