Responsibilities:
As a Workforce Outreach Specialist, you have a unique opportunity through recruiting and employment services to place job seekers in positions with our clients such as the University of Pittsburgh Medical Center (UPMC). The ideal candidate is responsible for finding potential employees, highlighting their individual skills, and matching them for job placement as the lead for the Community2Work program.
We are looking for someone who has experience working with Temporary Assistance for Needy Families (TANF) participants as well as new entrants to the workforce. The incumbent in this position will have the ability to recruit, track the progress of individuals, and follow reporting procedures impacting those who may have barriers to employment. Perfect for someone with attention to detail, a service mindset, excellent communication skills, and process-driven.

Support the DCS team members, client recruiters, community partners, consultants, and others regarding the information on participants fit for positions and feedback from the hiring manager(s) on their status, processes, and engagement activities
Follow recruitment process and compliance systems and processes to ensure effective administration of the intake and placement process weekly for
the clients being served
- Provide support as a DCS team member in conductingindividual reviews, phone interviews, screenings, pre-qualification steps, andpresentations
- Perform interview scheduling and meeting daily, weekly, andmonthly quotas and deadlines
- Use applicant tracking systems, vendor spreadsheets, andsystems to enter data related to prospective candidates
- Provide administrative support including job postings,letter generation, and in-bound/ out-bound phone calls to ensure participantsmove through the client's enrollment processes
- Scans and edits resumes accurately and efficiently, andensure documents that they are entered and meet the quality standards to beprocessed with the clients
- Prescreens candidates to determine the most qualified andpromising candidates according to the minimum and preferred qualifications ofthe client(s)
Conduct thorough and accurate weekly communication with DCS community partners; door-to-door outreach; job fairs; networking events and other outreach activities as required to ensure meeting success
Delivers regular ongoing career coaching services which include but are not limited to comprehensive assessments, one-on-one coaching, cohort-based work readiness programs and services, and serving as an ambassador to represent the client(s) needs as necessary
Uses personal computer workstations to input data accurately
Communicate and correct documents and information that do not meet the quality standards of the client(s) receiving the information
Conduct case management of candidates as necessary
Collaborate on special projects
Additional duties as assigned
RequirementsEssential Knowledge, Skills, and Abilities:
Associate or 4-year degree in Human Resources with 2-3 years experience in workforce development, career coaching, or providing direct social services preferred.
A minimum of one year of human resources job recruitment experience.
A minimum of six months of workforce development, outreach, or training program administration and/or customer service experience.
Excellent verbal and written communication skills.
Demonstrate excellent customer service skills.
Exceptional listening skills.
Good prioritization and time management skills.
Detailed oriented with follow-through shown in the previous job.
Familiarity with the communities being served, with knowledge and understanding of local needs and resources.
Public speaking experience.
Ability to document client's progress in a timely & organized manner.
Excellent data entry skills.
Proficient in Google Workspace and knowledge of Microsoft Office Suite (Word, Excel, PowerPoint) and Google platform.
