Description

Position Summary:

Person in this position will be responsible for the development and oversight of workforce partners / employment sites in support of the SAMHSA Workforce Supports grant objectives.

Essential Job Functions include those listed below.

Essential Job Functions:

  • Work closely with the Workforce Supports Project Director and the Workforce Supports Project Coordinator to develop and implement strategies, ensure program deliverables are met, and leverage collective knowledge and resources to support underserved, unemployed, underemployed, and returning individuals.

  • Coordinate employer recruitment, assess suitability of work site, evaluate potential for program participants to meet/exceed responsibilities as an employee.

  • Monitor employer/employee participation in the program providing mediation/support, as needed, to support a successful Workforce Development experience for both the employer and the employee.

  • Supervise linkage of project services with partner agencies and organizations.

  • Work closely with Workforce Supports Project Director; make recommendations and implement decisions regarding program design, development, and execution of the project.

  • Develop project strategies and resolve issues that may arise during project; communicate plans and outcomes to Workforce Supports Project Director.

  • Schedule meetings and prepare necessary materials for meetings, as assigned.

  • Facilitate meetings and provide minutes to all team members, as assigned.

  • Support team members.

  • Ensure project team adheres to provided timelines and deliverables.

  • Maintain established quantity and quality standards consistent with funders, agency policies, and best practices.

  • Prepare and submit appropriate administrative reports, accurately and on a timely basis.

  • Explain, and advocate for, the Workforce Development program and other prevention and intervention services offered through WestCare or by our partners that may address client needs.

  • Provide care coordination, education and support, and referrals to other organizations as needed in support of individuals negatively impacted by substance use and underemployment.

  • Attend all required staff development training.

  • Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation.

  • Perform any other duties as assigned.

Qualifications

Essential Qualifications:

Education:

  • Bachelor's degree preferred.

  • High School diploma, or equivalent, required.

Knowledge and Skills:

  • 5-7 years of experience in community-based Workforce Development preferred.

  • Excellent oral and written communication skills.

  • Ability to establish/maintain excellent community relations.

  • Proficient in Microsoft Office, MS word, MS PowerPoint, Salesforce

  • Strong organization and time management skills.

  • The ability to work well with staff, stakeholder's groups, and other potential partners.

  • Must be able to work independently and collaboratively within a team environment.

  • Provide own transportation and adequate insurance.

  • Must maintain a valid driver's license and clear driving record.

  • Leadership skills

  • Knowledge of economic and Workforce Development practices, systems, and programs design: knowledge of training systems.

  • Ability to accomplish organization objectives by organizing and monitor processes.

  • Experience working in and with industry; good working knowledge of the regions high demand industries especially as it relates to the workforce needs of employers.

Certifications/Licenses:

  • Training:

  • CPR Certification, First Aid Certification

  • Valid driver's license and ability to obtain and maintain WestCare's vehicle insurance is required

During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur, Human Resources or appropriate personnel will inform you

  • Ability to pass background check

  • Ability to obtain and maintain DCFS CANTS clearance

  • Ability to obtain and maintain OIG LEIE clearance

  • Ability to pass pre-employment drug screening

Working Conditions:

  • Work is performed primarily in an office setting.

  • Significant outdoor activities within the community may be required.

  • Frequent local travel is required to attend meetings or engage in outreach activities.

  • A minimum of 40 hours per week are expected but significantly more hours will be required from time to time. Completion of job duties may require working before and after normal working hours. Regular attendance is required. Being able to work as many hours as is necessary to complete job tasks is a required and essential duty of this position.

Essential Physical and Mental Demands of the Job

The employee must be able to perform the following essential duties and activities with or without accommodation:

Physical Demands:

  • Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required, which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved verbal de-escalation techniques.

  • Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.

  • Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.

  • Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee's essential job functions and to observe client behavior and activities in and out of the facility.

  • The normal work routine involves no exposure to human blood, body fluids, or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

Mental Demands:

  • Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions.

  • Requires the ability to work and cooperate with clients, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions.

  • Requires the ability to work under stress and in emotionally charged settings.
