Pay Range
$85,800 - $106,536 annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Workforce Administrator to direct personnel administration activities for a mission critical Energy and Homeland Security (E) Program. You will be a key part of your team's business operations and activities strategically supporting the workforce goals and managing all hiring activities for the program. You will work with a team of administrative staff that supports a variety of people and projects. In addition to being well-organized and methodical, your strong communication skills will be needed to interact with a variety of people and job functions with an experienced business perspective to contribute. This position is in the Global Security Directorate's E Program.
Administrative personnel at LLNL are highly professional and reliable individuals driven by a common mission: to strengthen the nation's security through cutting-edge science, technology, and engineering. The Administrator team members are key to not only the Laboratory but also to our nation's national security. Administrators lead, manage, and support a variety of projects, which requires them to be versatile to work with all levels of the organization.
In this role, you will
  • Administer hiring, on-boarding, and off-boarding processes for internal and external hires and non-employee workforce, including a booming scholar program.
  • Partner with hiring managers to understand strategic workforce goals and job requirements. Assist managers with writing job postings, reviewing applicants, scheduling interviews, building hire packages, and coordinating internal transfers.
  • Initiate and oversee day-to-day hiring activities and process flow; establish and maintain electronic tracking and record-keeping and regularly report status of administrative and operational hiring activities.
  • Partner with Strategic Human Resources Management Recruiters and Talent Acquisition team members, workforce and division administrators, group leaders, and division leaders in the disciplines to ensure successful recruitment and onboarding of new hires.
  • Communicate frequently with all participants in the hiring processes, especially candidates.
  • Research and interpret personnel policy and make recommendations to hiring managers. Responsible for ensuring compliance with procedures, regulations, and laws, and leading the implementation of corrective actions.
  • Partner with the E Program Operations Administrator to effectively coordinate office space.
  • Manage training compliance for the program.
  • Perform other duties as assigned.

Qualifications
  • Associate of Arts Degree in a business or operational area or the equivalent combination of education and related experience.
  • Knowledge of the recruitment life cycle process. Experience working with recruiters, serving as a liaison with the HR team, and facilitating hire packages.
  • Experience coordinating and prioritizing high volume work activities, multi-faceted internal processes, and requests, working nimbly in a dynamic environment, and developing inventive solutions to unique administrative and operational challenges.
  • Experience working on organizational projects and experience researching, interpreting, and applying related policies and procedures.
  • Effective interpersonal skills with the ability to confidentially handle sensitive hiring and personnel information with tact, discretion, and mature judgement.
  • Advanced problem-solving and decision-making skills to anticipate, identify, and independently recommend appropriate actions and solutions to complex administrative problems.
  • Demonstrated ability to work independently with the aptitude to assume responsibility and make decisions with minimal guidance within a multidisciplinary team.
  • Demonstrated leadership and/or team building skills. Ability to take initiative and build productive relationships.

Qualifications We Desire
  • An active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency.
  • Knowledge of LLNL business applications and processes, such as, ePay, LAPIS, LEAP, LTRAIN, and SmartRecruiters.
  • Knowledge and understanding of LLNL's hiring processes and procedures.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
