The City of Riverside Fire Department is accepting applications for the position of Administrative Analyst - Homeland Security Planner* to fill a vacancy in the Office of Emergency Management's Regional Urban Area Security Initiative Program. This position will be responsible for developing, coordinating, facilitating, and organizing citywide and region wide comprehensive emergency planning activities; coordinating with stakeholders from across the region to unify HOMELAND SECURITY processes; developing HOMELAND SECURITY plans and other planning products using the Comprehensive Preparedness Guide (CPG) 101, 201, 502 and the Homeland Security Exercise and Evaluation Program (HSEEP) guidance; providing planning and technical assistance to public and private organizations; and responding to major emergency incidents on an on-call basis and under emergency conditions. This position may also serve as an on-call OEM Duty Officer and perform assigned duties during Emergency Operations Center (EOC) activations.


The ideal candidate for this position will have experience in strategic planning and project management; advanced level with Excel; as well as be able to demonstrate excellent written and oral communication skills; possess strong problem-solving skills and strategic thinking; be self-directed, capable of managing varying workloads; display flexibility in tasking and prioritization, effectively managing long-term projects; and have the ability to obtain and maintain federally mandated security clearances where required.
This is a full-time grant-funded position. This position is currently funded through the Department of Homeland Security grant and the continuation of this position is subject to ongoing grant funding.


The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

Duties may include, but are not limited to, the following:
  • Perform research and statistical analyses on administrative, fiscal, personnel and operational problems; recommend appropriate actions based on analysis of gathered data.
  • Compile materials and assists in the preparation of reports, manuals and publications.
  • Participate in the design and implementation of new and revised programs, systems, procedures and methods of operation.
  • Assist in departmental budget preparation and administration, purchasing activities and personnel-related operations; coordinate payroll activities including overtime reporting and paycheck troubleshooting; pre-audit requisitions for budget authorization and availability of funds.
  • Develop and monitor control and reporting procedures.
  • Assist in the identification and recommendation of computer software and hardware needs, acquisition/installation, application design and implementation and computer operation and maintenance.
  • Assist in preparation of grant proposals for various programs and projects of the department or division; interface with governmental agencies regarding requirements for obtaining funds and monitoring procedures; present proposals as required.
  • Review present and pending legislation to determine effect on organizational operations, and presents recommendations in verbal or written form.
  • Lead and coordinate work projects of para-professional, technical, and administrative support staff.
  • Assist in the coordination of departmental activities with other city departments and division, and with outside agencies.
  • Represent the city in the community and at professional meetings as required.
  • Respond to complaints and requests for information.
  • May supervise technical and administrative support staff.
Recruitment Guidelines:

Education:Equivalent to a Bachelor's Degree from an accredited college or university with major work in public or business administration or a closely related field. Additional professional experience may substitute for the required education on a year-for-year basis.


Experience:One year of experience as an Administrative Intern, Management Intern, or Management Assistant with the City of Riverside, or one (1) year of professional administrative experience.


Necessary Special Requirement:
Possession of, or ability to obtain, a valid, appropriate Class "C" California Motor Vehicle Operator's License.
Highly Desired Qualifications:
  • Advanced level experience with Excel
  • Excellent written and oral communication skills

  2. An advanced-level degree from an accredited US college or university.
