SUMMARY DESCRIPTION
WESA is seeking the ideal candidate to provide critical preventive and corrective maintenance through fabrication and repairs, to service the District’s potable and wastewater systems infrastructure investments which ensure reliability and full asset life cycles. Under general supervision, this position performs a variety of welding and metal fabrication duties associated with domestic, reclaimed, and agricultural water and wastewater utility services; fabricates and installs special devices; repairs trailers, backhoes, tractors, and trucks; and performs related duties as assigned.
Immediate Impact: The successful candidate will be given the following objectives upon hire:
  • Within the first 3 months, demonstrate ability to follow all safety protocols and complete tasks in a safe and efficient manner. Additionally, demonstrate ability to take direction and communicate clearly, both orally and in writing.
  • Within the first 6 months, demonstrate ability to perform wastewater and potable water welding and fabrication tasks. Additionally, demonstrate proficiency with operating the Maintenance Shop overhead bridge crane.
  • Within the first 9 months, demonstrate familiarity and navigation of the Computerized Maintenance Management System (CMMS) to include creating, updating and closing work orders. Additionally, demonstrate effective customer interaction and workload management.
  • Within the first 12 months, demonstrate proficiency in using the US Bank portal to reconcile monthly credit card charges.

The Ideal Candidate:
  • Understands the methods, safety protocols, techniques, hand & power tools, equipment, and supplies used in the welding and fabrication of domestic, reclaimed, and agricultural water and wastewater utility infrastructure, pipelines, and process equipment.
  • Has knowledge of metallurgy and mathematical principles applicable to welding trades. Welding properties of various metals and alloys.
  • Understands operational and safety characteristics of a variety of tools and equipment.
  • Can apply the principles and procedures of record keeping.
  • Possesses techniques for providing a high level of customer service to vendors, contractors and District staff, to include the structure and content of the English language to effectively perform the work.
  • Knowledge of modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Three (3) years of experience performing welding duties in the maintenance and repair of mechanical equipment.
  • Possession of a valid A.W.S. D-1.1 Welding Certification.
  • Possession of a valid ASME Sec. 9 Certification for Pipe Welding.
  • A valid California Class C driver’s license, to be maintained throughout employment.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Performs various welding activities associated with the cutting, fitting, laying, and repairing of domestic, reclaimed, and agricultural water and wastewater pipelines, and installation of meters, valves, and hydrants, and other appurtenant facilities.
  • Performs other welding activities relating to repairs of heavy equipment such as backhoes, tractors, and trucks; fabricates special structures and devices.
  • Prepares layouts, fabricates, and welds specialty projects related to pump stations, sewage lift stations, and other projects as directed.
  • Reads blueprints and schematics and draws sketches to fabricate equipment and tools.
  • Operates an industrial truck crane and a variety of hand and power tools used in domestic, reclaimed, and agricultural water and wastewater system construction and maintenance work.
  • Installs items that have been fabricated; as assigned, instructs and oversees other District employees in the installation process of fabricated items.
  • Fabricates and repairs fencing and security devices surrounding reservoirs and all other District owned property; designs security lock boxes for hatches and doors on reservoirs.
  • Operates equipment and power tools, including arc welding and gas welding equipment, grinders, sanders, lathes and saws.
  • Coordinates assigned tasks with other departments and divisions as necessary.
  • Completes and maintains record of work performed and materials used.
  • Responds to emergency call-out situations and perform standby duty for emergency response on weekends and holidays according to predetermined schedule.
  • Reads, understands, and ensures compliance with the District Safety Manual; attends safety meetings, as required; reports all accidents, violations, or infractions to supervisor.
  • Performs related duties as required.

Credentials:
Essential:
  • Possession of a valid A.W.S. D-1.1 Welding Certification.
  • Possession of a valid ASME Sec. 9 Certification for Pipe Welding.
  • Possession of a valid California Class C driver’s license, to be maintained throughout employment.

Education:
Equivalent to the completion of the twelfth (12 th ) grade supplemented by specialized training in welding and fabricating.
Compensation:
•Medical, dental, vision, accidental death and dismemberment insurance, a life insurance policy equal to two times the annual salary for the employee and a $1,000.00 policy for eligible dependents. Benefits become effective on the first of the month following a 30-day waiting period and the Authority contributes 90% of the cost of such insurance.
•CalPERS Retirement is provided using the 2.7 at age 55 formula for “Classic” Members. Retirement is provided using the 2% at age 62 formula for “New/PEPRA” Members.
•Three deferred compensation plans to which an employee may voluntarily contribute up to $23,000 per year. The Authority does not contribute to these plans.
•Twelve (12) paid holidays per year. Upon employment with WESA for one (1) year, employees also receive one (1) floating holiday annually.
•Employees accrue vacation at a rate of 3.08 hours per two-week pay period for the first 4 years of employment; 4.62 hours for years 5-9; 6.16 hours for years 10-14; 6.47 hours for years 15-19; and 6.78 for 20+ years of service.
•Sick leave is accrued at a rate of 3.70 hours per bi-weekly pay period for a total of 96.20 hours per year with unlimited accumulation.
•Additional benefits available include: 9/80 work schedule, Direct Deposit, Flexible Spending Accounts, Employee Assistance Program, Educational Assistance, Certification Reimbursement Program, Certification Bonus Program, Onsite Wellness Center, and two credit unions.
