JOB SUMMARY
Under the general direction of the Watershed Planning and Restoration Program Manager, oversee watershed assessment, planning and restoration related design, project management and supervision, water quality data collection and analysis, information and educational outreach and communications, funding research and administration.
MINIMUM QUALIFICATIONS
Graduation from an accredited College or University with a Bachelor's degree in Biology, Ecology, Earth Sciences, Environmental Planning, Landscape Architecture, Civil or Environmental Engineering or other closely related field. Incumbent must have one year of specialized experience that is in or related to the duties of this position.
Specialized experience may include work as a technician or aid in engineering, earth, physical, or natural science, forestry, soil conservation, or surveying; trades or crafts work in maintenance or construction of facilities or equipment related to hydrology; drafting; or construction estimating if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of this position.
A valid Driver's License accepted by the State of Utah is required at the time of hire. A valid Driver's License issued by the State of Utah must be obtained within six (6) months of hire, in order to operate a County vehicle.

ESSENTIAL FUNCTIONS
  • Perform research and development of emerging water quality improvement technologies
  • Write technical reports describing pollution conditions in different aspects of biochemical treatment processes and the attendant costs and benefits
  • Develop information and education materials for use by technical personnel or stakeholders supporting the development of restoration activities
  • Provide technical support for development of Total Maximum Daily Loads (TMDL) for targeted priority watersheds
  • Assist in the planning, development and implementation of the Salt Lake Countywide Water Quality Stewardship Plan (WaQSP)
  • Coordinate with cities and other stakeholders to review goals and objectives of the WaQSP update.
  • Prepare specific water quality sections of WaQSP to meet Total Maximum Daily Load (TMDL) goals and other water quality targets, reviews other segments for overall compatibility with water quality objectives.
  • Perform restoration field work including weed control activities, planting, vegetation maintenance activities and monitoring activities
  • Perform conceptual project design and supervise final design by consultants
  • Seek funding for projects including implementation, overhead, O&M
  • Oversee project construction, completion, monitoring, work orders and payment requests
  • Prepare financial and technical reports on project status and evaluates projects for compliance with design objectives and specific conditions embodied in the federal clean water act regulations and special grant conditions
  • Utilize modeling software to estimate nutrient/sediment loading and incorporate results into WaQSP, restoration project planning and federal and state reports
  • Develop general public information on the quality of river and stream conditions.
  • Educate local stakeholders about current state and federal regulations concerning water quality and BMPs.
  • Perform field work as required

  • Wetland Delineation (ACOE methodology)

  • Managing budget and tracking finances using applicable software
  • Practice effective public relations
  • Communicate effectively both orally and in writing
  • Simultaneously manage multiple projects and balance time effectively
  • Perform physical activity related to field evaluation and data collection


WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

This position requires the ability to work in an office and climb, walk, sit, kneel and bend in outdoor terrain, sometimes in extreme weather conditions, ability to access remote worksites, ability to lift 75 lbs, collect field data and oversee work crews.
