Job Summary

The Natural Resources Division in the Department of Building and Development is seeking candidates for a full-time position on the Floodplain Management Team. This Engineer III position works directly under the direction of the Floodplain Administrator to assist with the daily implementation of the National Flood Insurance Program.
This position is responsible for the following:
* Reviewing and approving permits, land development applications, and floodplain study and alteration applications to ensure compliance with County regulations and FEMA floodplain regulations. This requires working knowledge of GIS-based one-dimensional flood risk modeling software applications such as HEC-RAS, HEC-HMS, and SWMM (understanding two-dimensional modeling is preferred but not required), and preparation of written plan correspondence that is updated in the County's land management system, LandMARC.
* Assisting in the preparation of various documents and reports such as letters of map revision/amendments, flood zone verifications, data requests, annual reports, memos, and draft responses to Facility Standards Manual Modification requests.
* Providing clear, accurate and timely information to applicants, builders, developers, staff and the public, to include floodplain related questions and the status, issues and potential resolutions for projects under review.
* Providing technical expertise to the Department of Building and Development, other County Departments, and outside agencies; and
* Working with a team of subject matter experts supporting various planning and Water Resources, flood risk management and environmental projects.
The ideal candidate will be able to communicate ideas clearly, concisely, and effectively, both orally and in writing, to include preparing reports, giving presentations, and expressing ideas effectively and professionally to an engineering and non-engineering audience. The candidate should have excellent research skills and the ability to use sound judgment to solve problems and issues with minimum supervision. The Water Resources Engineer III must be team oriented and must show skill in establishing and maintaining effective relationships with fellow employees, County officials, contractors, and the public.
The applicant should have working knowledge of policies and regulations (local, state, and federal) surrounding floodplain management and the National Flood Insurance Program, and the ability to read and interpret moderately complex construction plans and specifications. This position may be assigned to assist with special projects or initiatives and is eligible for telework per the Department's telework policy.
This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.

Hiring salary is commensurate with experience.


Minimum Qualifications

Bachelor's degree in Engineering from a four-year college or university accredited by the Accreditation Board for Engineering and Technologies with coursework related to Water Resources; three (3) years of related professional engineering and construction management work experience with direct design as well as administrative experience; or equivalent combination of education and experience.


Job Contingencies and Special Requirements

Criminal background check and DMV check required. For DMV check, valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification). This position requires the applicant to obtain a Certified Floodplain Manager (CFM) certificate within one (1) year of hire.
This position may require the candidate to work beyond the normal workday as required to attend Board of Supervisors, Planning Commission, or other special meetings. In addition, this position may be required to complete field work and be present at development and construction sites.
