Scope of Work: NCG requires support to manage the Table of Allowance (TOA) of the NCFCCA, including the operational readiness, disposition, and inventory control of approximately 2,400 pieces of Civil Engineering Support Equipment (CESE) and its associated collateral equipment as well as non-CESE TOA, of approximately 400,000-line items. Support shall also include ensuring proper Work Center supervision of the 3-M maintenance and repair of all NCFCCA automotive, construction, Material Handling Equipment (MHE) and Weight Handling Equipment (WHE) and maintain and utilize the 3-M database in the performance of maintenance in support of (ISO). Overall, support is required for warehousing operation support such as receiving, storage and preparation of materiel for shipment required to provide life cycle operations to deploying Naval Mobile Construction Battalions (NMCB) and homeport facilities; perform functions required to assure operational pack-ups of TOA and Augment Tools (AT) are processed; for retrograde material, unpack and analyze for re-issue or disposal for NCG 1 and subordinate units.
A list of detailed responsibilities is outlined below:
- Process daily receipts for incoming TOA materials and then store each piece using the Integrated Barcode System (IBS) handheld electronic scanner.
- Generate automated Receipt in Progress (RIP) and Stow reports of daily operations using the IBS system. Likely items to be handled include: toolboxes or kits, handheld tools, automotive repairs parts, office supplies, and power tools less than 10 pounds.
- Maintain high inventory accountability by conducting monthly Location Audit Process (LAP) and physical inventory using IBS handheld electronic scanners over 250,000 line items of automotive repair parts (ARP) and approximately 400,000 line items of Table of Allowance (TOA) material, either prepare a purchase or disposition request and post results via R-Supply (Relational Supply), generate automated inventory reports associated with this process in IBS and R-Supply system database.
- Perform monthly historical causative research by utilizing automated reports generated through R-SUPPLY and other available logistical sources to identify, analyze, and evaluate causes of inventory discrepancies.
- Create DD200 Survey Form when removal of Government owned property from accounting records are lost, damaged, destroyed, or declared obsolete.
- Support the maintenance of the construction mechanics tool allowance and conduct tool inventories in accordance with COMNECCINST 4400.1 Series.
- Shall ensure all maintenance and inventory is conducted IAW aforementioned directive.
- Maintain TOA inventories by ensuring all collateral equipment losses or short falls are properly ordered.
Skills and Knowledge Required for the Position:
- Logistical experience procuring inventory, either for commercial industries or the government, issuing, receiving, and inventory management and storage of repair parts and consumables.
- Familiarization with Naval Tactical Command Support System (NTCSS); R-Supply.
- Process receipts and then store all incoming materials using the Integrated Barcode System (IBS) handheld electronic scanners.
- Have the ability to use and understand verbal and written communication in order to accurately post, carry out and understand assignments, or convey/exchange routine information.
- Familiarization with preparing Survey form DD 200 in preparation when removal of Government owned property from accounting records are lost, damaged, destroyed, or declared obsolete.
- Physically ability to inventory accountability of material by conducting monthly LAP inventories.
- Ability to obtain forklift license prior to utilizing forklifts.
