Warehouse & Resource Specialist (Grant Funded)

NATURE OF WORK
Under general supervision performs work of routine difficulty in procurement, organization, and coordination of resources for the Public Health Services District; this position has department-specific responsibility.

(Illustrative Only) Maintains a centralized and standardized purchasing and warehousing program to increase resiliency in the purchase, receipt, distribution, and rotation of goods, materials, supplies, and equipment for the Public Health Emergency Preparedness and Response Program; maintains adequate supplies of PPE and operational supplies for day-to-day operations as well as a contingency cache of materials and equipment for emergency response operations; procures, verifies, stores, stages, and distributes goods, materials, supplies, and equipment; receives shipments of resources by loading and unloading boxes, crates, pallets; inspects all shipments for count and damage and stores resources in designated location for distribution or deployment when requested; logs all received resources into software program with accurate resource category, description, inventory group, group number, description, and quantity; fills requisition orders and processes documentation according to county procurement policies and procedures; conducts periodic inventories and maintains adequate inventory control of warehouse items and equipment; processes requests for critical PPE to area agencies to include determining the availability of resources requested, pulling of requested resources, processing pick-tickets in the software system, and distribution of resources; contacts vendors for price quotes and product information; assists in completion of requisitions and invoice processing; assists in coordination of surplus property auctions by collecting, storing, and disposing of surplus items; may operate pallet jacks and handle hazardous materials and medical supplies; may perform minor maintenance and repair on equipment, if needed; maintains a clean and orderly work area; ensures safe working procedures are adhered to and reports all unsafe working conditions; maintains records and reports of all incoming/outgoing surplus; schedules delivery of auction/surplus items; regular and reliable attendance is required; performs special projects and duties as needed.

High School Diploma or GED equivalent; two (2) years of work experience in purchasing and warehouse operations and inventory control, OR any combination of education, training, and experience which demonstrates the ability to perform the duties of the position. Special Requirements: Successful completion of a background check is required; must possess and maintain a valid Arizona driver's license.

Knowledge of: Federal, state, and county grant regulations and procedures; health district policies and procedures; count and state procurement policies and procedures; basic receiving and distribution methods; inventory control systems and procedures; safety hazards and precautions associated with a warehouse operation; principles and practices of safe motor vehicle operations and basic maintenance; file maintenance procedures and practices; office practices and procedures.

Skill in: Inspecting materials for compliance with specifications; performing and verifying mathematical computations; using computerized inventory systems; preparing clear, comprehensive, and accurate reports; following and communicating written and verbal instructions; establishing and maintaining effective working relationships with employees, other agencies, and the public.

Ability to: Perform numerous essential record keeping duties to organize and ensure accuracy of warehouse shipping, receiving and inventory databases; identify materials, parts, and supplies from visual inspection and verbal description; occasionally lift and/or move up to 50 pounds; follow written and verbal instructions; communicate effectively and in writing; perform the essential functions of the position with or without a reasonable amount of accommodation.

The usual and customary methods of performing the job's functions require the following physical demands Lift and carry boxes, crates, bags, parcel packages, and supplies up to 50 lbs.; work is performed in a warehouse, storage containers, outdoors, and an office environment; operate warehouse equipment such as rolling carts, two-wheeled dollies, and pallet jacks; operate a motor vehicle and travel to/from various locations; perform manual work that requires standing, walking, bending, stooping, reaching arms above the head, and climbing elevations; moderate exposure to dust, noise, and temperature extremes.
