VICE PRESIDENT, PROJECTS AND INFRASTRUCTURE
OVERVIEW
The purpose of this position is to assist the CEO in developing and implementing business strategy overseeing large-scale capital/construction PROJECTS AND mission support areas such as facilities, maintenance, security, safety, and transportation.
- Manage large-scale capital PROJECTS AND construction as needed including requirements development, bid solicitation, contractor review, contract negotiation, and execution/completion.
- Assist in contract and agreement negotiations and reviews including Memorandums of Agreement, exhibit contracts, real estate contracts, vendor contracts, service contracts, etc.
- Provide overall facilities management to include Building, Grounds, Safety, Security, and Environmental (EVS).
- Assist the CEO in developing and implementing the strategy to operate the organization more effectively.
RESPONSIBILITIES
Essential Functions
- Capital and Construction Project Management
- Provide project management oversight and support large capital projects, construction projects, and improvements as requested by the CEO.
- Supervise construction and capital projects to ensure work completed meets Rocket Center standards for quality and is conducted following all safety procedures and guidelines.
- Assist the CEO and CFO in capital planning including the projection of future projects.
- Serve as the Rocket Center liaison for all Architectural and Engineering and Construction contacts and activities including Federal and State entitles such as NASA Alabama Department of Construction Management, and Alabama Department of Transportation.
- Attend and represent the Rocket Center in all meetings with contractors and subcontractors.
- Process change orders and any additional paperwork requiring Rocket Center representation.
- Negotiate, if required, with contractors on behalf of the Rocket Center.
- Maintain project schedule and construction limitations with contractors.
- Obtain and monitor all pay submittals to comply with the Davis Bacon Act.
- Maintain and update project budget and timeline and keep the CEO informed of progress and all changes.
- Facilities and Technical Supervision
- Manage the Facilities Maintenance Department to ensure the effective and efficient operation and appearance of the Rocket Center buildings, grounds, and facilities.
- Manage the Safety, Security, Transportation, and Technicians Departments to ensure the effective and efficient operation and appearance of Rocket Center exhibits, simulations, vehicles, etc.
- Ensure the accurate and timely installation, maintenance, and repair of building systems and equipment for Rocket Center facilities and grounds, including set-up of temporary facilities for promotional and special events.
- Manage the Environmental Services Department and grounds effectively and efficiently to meet and maintain high levels of cleanliness and sanitation throughout Rocket Center buildings, facilities, and grounds.
- Establish safety and security policies and procedures in a manner that provides a safe, secure environment for Rocket Center guests and employees.
- Oversee security staff and ensure they are adequately staffed, trained, and equipped to handle duties as assigned.

- Meet or exceed the expectations of the CEO for the accurate and timely completion of related tasks and assignments.
- Ensure that all employees under supervision receive timely, relevant, and appropriate training and communication.

QUALIFICATIONS
Required Education
- B.S. degree in Business, Construction, Engineering, or related field
Preferred Education
- B.A. or Master’s Degree in Construction
Required Experience
- 10 years of work experience in a related field
- 5+ years supervisory experience
- OR an equivalent combination of education and experience
OTHER REQUIREMENTS
Physical Requirements
- Sitting for lengthy periods (6-8 hours) at desk.
- Walking, and climbing (stairs) to access other departments.
- Lifting, and carrying boxes and supplies weighing up to 40 pounds.
- Sight, reading, wrist movements, feeling to operate computer terminal, review RFPs, repair telephone equipment.
- Talking, hearing to instruct employees and to conduct business over the telephone, and dealing with employees and guests.
Knowledge, Skills, and Abilities (KSAs)
- Must possess knowledge of purchasing practices and procedures, general business administration, and standard sources of products and suppliers.
- Must have demonstrated success in leading and developing teams (>10 people) and successfully managing large budgets (>$1M).
- Must be experienced in complex sourcing and contract management or project management with the ability to plan, coordinate, and develop reference material.
- Must possess excellent verbal and written communication skills to interact effectively with guests, contractors, and employees and have a “can do" attitude to problem-solving.
- Must be able to research, establish, and maintain good working relationships with contractors.
- Must be able to collaborate with an executive-level team to develop and execute business strategies.
