Job Description

We are currently looking for a Vice President of Network Planning, Engineering and Construction to join our growing team! In this position, you will be responsible for overseeing the company’s network facilities including a significant fiber and data network augmentation, ensuring it is built cost-effectively, with high reliability, within budget, and on time. You will lead a team responsible for Network Planning, engineering, and managing third-party contractors, ensuring they adhere to commitments and quality standards throughout the construction process. Additionally, you will be responsible for the management of all centralized Engineering and Construction support operations. Reporting directly to the Chief Operating Officer, you will lead a team of professionals and work collaboratively with various stakeholders to achieve our strategic objectives.

As Vice President of Network Planning, Engineering and Construction, your duties and responsibilities will include:

Strategic Planning

  • Collaborate with key stakeholders, including the marketing team, to strategize on the optimal locations for building and augment the fiber network to achieve high customer penetration, revenue optimization, at an effective cost per premises passed
  • Develop and implement network and operational strategies for the Engineering and Construction of our fiber network to meet the company's expansion goals
  • Identify opportunities to improve network and operational efficiency, reduce costs, and enhance reliability in network construction processes
  • Develop and implement network, engineering, and Construction strategies to optimize efficiency and minimize costs while maintaining the highest level of Network reliability
  • Lead the Network Planning and engineering teams in designing and planning the fiber network infrastructure to meet current and future demand, while optimizing network infrastructure

Project Management

  • Oversee the planning, scheduling, and execution of Network construction projects, ensuring adherence to network architecture, build timelines and capital budget
  • Coordinate with internal teams, external contractors, and regulatory bodies to facilitate the smooth progress of projects
  • Monitor network construction project performance and implement corrective actions as necessary to identify and mitigate risks or delays, implement proactive measures, and ensure successful outcomes
  • Manage the construction of the fiber network augmentation, ensuring adherence to budget, timelines, and quality standards
  • Manage network capacity monitoring and augmentation to meet new product and demand needs

Budget Management

  • Forecast annual and long-term capital needs for network optimization and product expansion
  • Develop and manage budgets for network construction projects, ensuring cost-effectiveness and efficient allocation of resources
  • Track expenses, analyze variances, and implement strategies to optimize project and overall capital costs while maintaining network operational and quality standards

Quality Assurance and Reliability

  • Implement quality assurance processes and procedures to minimize errors and defects in network construction activities and overall network performance
  • Oversee third-party contractors, holding them accountable for meeting project commitments and ensuring Engineering and network safety standards and high-quality workmanship
  • Enforce quality standards for network construction to ensure high reliability, network efficiency and performance

Team Leadership and Development

  • Lead, mentor, and motivate a team of technical Network Planning, Engineering and Construction professionals, fostering a culture of collaboration, accountability, and continuous improvement
  • Provide guidance and support to team members, facilitating their professional growth and development

Stakeholder Management

  • Work closely with state and local authorities to expedite permitting processes and overcome any barriers to timely completion
  • Provide regular updates and reports to the executive team on network performance status, augmentation projects, capital budget results, and any issues or challenges encountered
Qualifications

WHAT IT TAKES TO CATCH OUR EYE:

  • Bachelor's degree in civil engineering, construction management, or related field; or equivalent work experience
  • 10+ years of experience in construction and engineering management, with a proven track record of successfully leading large-scale infrastructure projects, preferably in the telecom industry
  • Experience with the Engineering and network design of data and transport networks
  • Strong leadership and management skills, with the ability to effectively motivate and guide a diverse team of professionals
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with internal and external stakeholders
  • In-depth knowledge of Network design, Engineering and Construction processes, regulations, and best practices, particularly in fiber and data network deployment
  • Experience working with state and local authorities to navigate permitting processes and overcome regulatory hurdles
  • Ability and experience in working with network executives of key Enterprise and Wholesale customers
  • Strategic thinker with the ability to develop and execute plans to achieve organizational objectives
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions and implement effective solutions
  • Proven ability to manage budgets, control costs, and optimize resource allocation to achieve project objectives
  • Ability to thrive in a fast-paced and dynamic environment, with the flexibility to adapt to changing priorities and requirements
