Panagora seeks a Vice President of New Business to support our continued growth by leading and implementing the business development strategy, developing client and partner relationships, and overseeing successful bid pursuit. Serving on the executive leadership team, the role requires an experienced, proactive and dynamic person with strong leadership, management, proposal development, and people skills. The ideal candidate combines in-depth knowledge of the development sector to successfully compete for and win New Business with the emotional intelligence to work effectively across teams and adeptly manage company resources within a fast-paced environment.
Responsibilities
- Oversee the development and execution of Panagora’s business development strategy and operational plan
- With executive team colleagues, contribute to establishing and implementing strategic growth priorities in support of new market entry, funding diversification, and graduation from small business status
- Determine capture strategy for each pursuit in our opportunity pipeline, including regional, country-level, and specific bid marketing and positioning plans to enhance win probability
- Conduct market analyses to identify trends among competitors, and USAID and other donor funding
- Develop and qualify opportunity pipeline that is aligned with our capability areas and business objectives
- Perform analysis of opportunities with practice area leaders and participate in go/no go decisions
- Ensure capture and proposal development processes meet our standards and are compliant with corporate policies and client rules and regulations
- Lead the resourcing of proposal teams, oversee and serve as a reviewer for select high-priority bids
- Develop partnerships for acquisition and/or strategic business targeting for both prime and subcontractor positions
- Prepare reports and briefs for the CEO, executive team colleagues and other staff on status of capture and proposal efforts
- Oversee and maintain comprehensive business development training program for staff across the company
- Develop and maintain strong USAID and other donor/client relationships
- Utilize global network to contribute to company-wide recruitment strategies to attract key personnel for new bid opportunities
- Oversee New Business systems and processes, adapting them where necessary to align with evolving company needs and industry best practices
- Manage, develop and mentor New Business team members
Requirements
- Bachelor’s degree in business administration, international relations, or relevant field, with 20 years’ experience in international development
- A minimum of 15 years of experience in business development, including 5 years in a senior management or leadership position
- Track record in leading and winning large-scale, competitive proposals, as well as achieving significant growth in the international development sector
- Demonstrated ability to analyze market, develop strategies, and facilitate evidence-based decisions
- Experience in establishing strategic partnerships and alliances to serve as platforms for growth and diversification
- Strong business acumen with broad understanding of USAID programming and regulations
- Excellent communications and people skills with the ability to inspire confidence
- Knowledge of global health, monitoring and evaluation, communications/knowledge management/learning, or other fields of international development strongly preferred
- Experience living and working in a developing country preferred
- Proficiency in one or more foreign languages preferred
- Ability to travel up to 20% of the time

Panagora Group is currently working a hybrid work schedule, and employees are encouraged to come into the office at least once a week to foster engagement, collaboration, belonging and professional development. Departments/teams will hold in-person meetings that involve a high degree of collaboration, where ideas are generated quickly and often feed off each other, e.g., brainstorming, storyboarding, proposal development, strategic planning, and performance discussions. Staff who reside in the DC/MD/VA area are strongly encouraged to work from the office on those days.
