Job Summary:
Since first offering classes at area high schools in 1985, Collin College has expanded to eleven locations comprised of seven campuses and four centers in addition to our virtual campus, iCollin. The college serves more than 58,000 credit and continuing education students annually. As the only public college based in the county, the college offers more than 200 degrees, certificates, and transfer programs in a wide range of disciplines, including a Bachelor of Science in Nursing (BSN), a Bachelor of Applied Technology (BAT) in Cybersecurity, a Bachelor of Applied Science (BAS) in Construction Management, and a Bachelor of Applied Science (BAS) in Clinical Operations Management.

Position Summary
The Vice President of Institutional Research (VPIR) is responsible for leading and overseeing all aspects of Institutional Research activities to support data-informed decision-making, strategic planning, and institutional effectiveness. Reporting to the Executive Vice President, this position requires a combination of strong analytical, leadership, and communication skills to collaborate with various stakeholders and provide accurate, timely, and relevant information. The position directs an effective and wide-ranging program of quantitative and qualitative research that supports decision-making at all levels of the district and includes activities such as student outcomes and follow-up research, needs assessment, feasibility studies, cost-benefit analysis, policy analysis, survey research, focus groups, and more. Additionally, the VPIR ensures that research and evaluation methods are applied appropriately and that data and reports released from the Institutional Research Office (IRO) are accurate.
Required Qualifications:
Position Responsibilities
  • Support planning efforts throughout the district with particular emphasis on the strategic and master planning processes, including development, measurement, analysis, and reporting as requested.
  • Supervise, develop, and evaluate a systematic and effective environmental scanning program that identifies and monitors important trends, events, and emerging issues having potential impact on the district. Disseminate data, analysis, and reports based on environmental scanning to support planning and decision-making throughout the district.
  • Support the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) compliance certification and quality enhancement plan (QEP). Ensure districtwide compliance with SACSCOC standards, reporting, and deadlines.
  • Work to ensure districtwide compliance with state and federal laws and standards. Oversee and support the preparation and dissemination of reports required by federal and state governments.
  • Serve as the district's Integrated Postsecondary Education Data System (IPEDS) Keyholder for federal IPEDS reporting and as the district's State Reporting Official to the Texas Higher Education Coordinating Board.
  • Execute special studies for clients within the district as the need arises and communicate research findings for use in decision-making.
  • Represent the district, as required, by participating in national, state, and local councils, committees, boards, and organizations. Stay abreast of current knowledge, methods, and best practices related to Institutional Research, planning, evaluation, and data management.
  • Attend various workshops, seminars, committee meetings, and organizations; travel to various locations; some overnight stays may be required.
  • Work closely with Collin College's administration, campuses, divisions, programs, and departments to ensure that all Institutional Research Office (IRO) staff members have appropriate access to data, hardware, software, programming, technical support, and other resources requisite to the department's effective and efficient accomplishment of its mission.
  • Stay abreast of changes in policies and procedures; maintain knowledge of current trends, events, and emerging issues; and identify information, programs, and resources useful to the IRO and the district.
  • Recruit, orient, train, supervise, and evaluate an effective, efficient, and responsive IRO staff.

COMMUNICATION AND COLLABORATION
Building strong collaborative relationships with various departments and stakeholders fosters a culture of transparency and communication, ensuring that data is effectively utilized to meet institutional goals and contributes to continuous improvement initiatives by identifying areas for enhancement, assessing outcomes, and recommending evidence-based interventions. The institutional accreditation is upcoming in 2024; familiarization, engagement and participation is a vital element.
INSTITUTIONAL ADVANCEMENT, EFFECTIVENESS, AND PROJECT MANAGEMENT
This position must establish well-thought-out processes for the strategic management of data and information in order to plan and coordinate work and reimagine how data, relationships, and priorities are managed and implemented in order to exceed accreditation standards and national benchmarks. Continuing implementation of Workday for uninterrupted flow of data and reporting is a crucial initiative for completion.
NAVIGATING ADVANCEMENT, RESEARCH, AND CHANGING LANDSCAPE
This role has the opportunity to contribute to advancements in research design and methodologies, improving the overall quality of research conducted at the College and in higher education. Ensuring the accuracy and integrity of institutional data and maintaining data quality is crucial for reliable decision- making. Keeping abreast of changing regulatory landscape and ensuring compliance are critical for this position.
Desired Qualifications
  • Five (5) or more years' experience at the Vice President level or higher in a comprehensive community college.
  • Experience in a complex environment with both centralized and decentralized decision-making, especially a multi-campus and/or multi-college system.
  • Significant report writing techniques with solid recommendations.
  • Demonstrated articulate written and verbal skills.
  • Proven experience in interpreting, organizing, presenting, and applying basic and complex research techniques to obtain data from a variety of sources and activities.
  • Proven dedication to participatory/shared governance and the cultivation of a collaborative culture among a diverse campus community, with a focus on consensus building, conflict resolution, and effective problem-solving.
  • Demonstrated expertise in utilizing common IT tools typically used in an IR office (including but not limited to Adobe Creative Suite, Banner, data visualization software platforms, NVivo, SPSS or R, Microsoft Office Suite, SQL, Snap Surveys or Qualtrics, Workday, web browsers, and search engines).
  • Possess visionary, authentic leadership skills, ability to mentor, support, and develop talent, hold people accountable, and achieve results.

Minimum Qualifications
  • Earned Doctor of Philosophy (Ph.D.) from a regionally accredited institution in research/analytics or related field.
  • Three (3) years directly related experience in higher education at the Vice President or equivalent level.
  • Demonstrated ability to interpret, organize, present, and apply basic and complex research techniques to obtain data from a variety of sources and activities.
  • Demonstrated understanding and implementation of survey design and analysis techniques.
