UTILITY WORKER II
JOB DESCRIPTION
Summary/Objective
Performs a variety of semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water, sewer, street, storm drainage facilities, airport, technical services, warehouse, shop, cemetery, park and golf departments.
Supervision Received:
Works under the general supervision of a public works supervisor or an employee of higher grade who assigns work and reviews work for conformance to prescribed standards. May report to an employee of the same classification assigned as lead man.
Supervisory Responsibility:
May serve as a lead worker over lower or equal level maintenance workers
Essential Functions

1. Performs maintenance, construction, or repair tasks involved in the construction and maintenance of streets, water lines and services, sanitary sewer lines and services, storm sewer lines, street lights, airport and golf course facilities, cemetery facilities and services, technical services, park facilities, or city shop and warehouse facilities and services.
2. Performs manual tasks including but not limited to shoveling, raking, hauling, flagging traffic and minor equipment maintenance for all types of public works projects in all public works departments. Performs routine inspection and preventative maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment. Services water supply, sewer lift and other pumps. Seals street and airport runway cracks, patches streets, repairs roofs, cuts weeds, paints crosswalks and parking stalls, installs street and traffic signs in accordance with departmental policies and procedures as assigned.
3. Maintains a variety of records relating to inspections, maintenance activity, water supply, consumption.
4. Determines the locations of gas, telephone, power, television, water and sewer lines from the appropriate sources prior to excavation.
5. Responds to complaints regarding water leaks, pressure loss or no water; evaluates situation, explains findings to supervisor. Contacts residents and business owners in area where services will be discontinued and explains when services will be shut off and how soon it will be turned back on.
6. Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling. Cuts, fits, lays, repairs, taps, cleans and flushes water mains, pipe, gates and fittings on repair of mains and services and installation of services, fire hydrants and drinking fountains, assists in shutting off broken sections of water mains.

1. Serves on various employee or other committees as assigned.
2. Assists in the training of lower level employees performing the duties of maintenance construction and repair of water, sewer, street, and storm drainage facilities.
Required Knowledge, Skill, and Abilities
Knowledge:
No prior knowledge required for this position.
Technical Skills:
- Operate motor vehicle (Current Oregon Driver’s License)
- Must obtain ATV and Commercial Driver’s License (CDL) within 120 days of employment
Ability to:
- Learn departmental policies and procedures and safety rules;
- Learn methods, materials, and practices used in the maintenance and construction of streets, sewer, water systems, and buildings;
- Learn minor repair of equipment, vehicles, and tools;
- Learn safe use of common hand and power tools;
- Work harmoniously, courteously and professionally with public, co-workers and supervisors;
- Perform recurring tasks with little or no supervision and to make independent decisions in accordance with departmental policies and procedures;
- Maintain good physical condition that will allow the performance of assigned tasks in efficient, effective, timely and safe manner;
- Handle verbal abuse from the public;
- Understand and follow oral and written instructions;
- Read and write English;
- Learn to operate communication equipment including telephone and two-way radio system;
- Perform heavy manual tasks for extended periods of time;

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts, and in motorized traffic situations, and is frequently exposed to wet and/or humid conditions and vibration. The employee is occasionally exposed to fumes or airborne particles, raw sewage, toxic or caustic chemicals, and risk of electrical shock. Employee will occasionally be required to wear protective equipment to perform duties. Employee physically manipulates large and heavy pieces of equipment, materials and/or tools. Employee may also be exposed to verbal abuse by the public.
The noise level in the work environment is usually loud.
Tools and Equipment Used
Trucks, snow plows, tractors, power tools, power equipment and hand tools, dirt compactor, sewer rodder, street flusher, crackfill machine, vacuum test equipment, et al; Power saw, jack hammers, street and traffic sign maker, paint sprayer, weed sprayer, et al; Heavier equipment such as loaders, rollers, street sweeper, backhoe, and inductor et al; Propane torches, compressors, sanders, generators, shovels, wrenches, detection devices, mobile radio, phone, ditch witch, et al.
Physical Demands
While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to stand and talk or hear. The employee is occasionally required to walk, sit, climb, pull, push, throw, balance, stoop, kneel, crouch or crawl and detect odors. The employee occasionally works in high, precarious places. Employee frequently lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 100 pounds unassisted. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Employee must be able to pass respiratory fitness test. Employee will typically work a 40-hour work week; must reside within 20 minutes response time to City Shop, and may be required to work overtime, particularly during construction season or when plowing snow.

Minimum Qualifications:
Any combination of experience and education that demonstrates the provision of the knowledge, skills and abilities listed above. Must obtain ATV and Commercial Driver’s License within 120 days after hire and pass respirator fitness test.
